Minimum Qualifications NYS experience as a Human Resources Specialist 2 (or Associate Personnel Administrator), or higher-level title, providing a full range of personnel services to managers, supervisors, and employees. Candidates specializing in classification-related activities are preferred.

Duties Description Under the general supervision of the Assistant Director of Personnel, the incumbent will oversee the work of Human Resources Specialists responsible for providing personnel administration and management services to several divisions/bureaus within the Tax Department. The incumbent will perform the following activities:

Conduct job analyses to form job related basis for classification requests; confer with program staff to determine shifts in position and organizational structures that may impact classification.

Advise program staff on classification matters; researching and analyzing requests for new positions, reclassifications, reallocations, and related classification matters, and recommending appropriate action; preparing classification requests and supporting documentation.

Research and prepare correspondence in response to inquiries from employees and the public.

Confer with the Department of Civil Service on issues related to position classification/allocation.

Review current and proposed draft classification standards; work with Civil Service to assure compliance with standards and specifications.

Represent the Department at meetings and conferences on personnel administration matters and the resolution of specific problems or proposals.

Consult with management on the impact of proposed or actual changes in Civil Service Law and Rules. Review existing procedures to determine necessary revisions and initiate corrective action.

Oversee activities related to special projects initiated by internal and external directives.
