Minimum Qualifications MINIMUM QUALIFICATIONS

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have one year of permanent competitive or non-competitive 55b/c service as an Assistant in Education Improvement Services OR candidates must possess a master's degree AND
Either 1. Have five years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR
2. Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND five years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR five years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Associate in Education Improvement Services position in the Office of Accountability (OA). This Office works to ensure equity and access to high quality educational programs for all students and promote continuous improvement by providing support, resources, and oversight for schools and Local Educational Agencies (LEAs) in New York State. OA is primarily responsible for implementing New York’s Accountability System under New York State’s approved Every Student Succeeds Act (ESSA) plan by identifying schools and districts in need of additional support and providing technical assistance, oversight, and support to those schools. Duties of this position include, but are not be limited to, the following:

• Assist with implementation of components of New York State’s approved ESSA plan;
• Provide technical assistance to Target Districts, Comprehensive Support and Improvement Schools (CSI), and Targeted Support and Intervention Schools (TSI);
• Prepare amendments to the State’s ESSA plan, and revisions to Commissioner’s Regulations related to school and district accountability under ESSA;
• Assist with the registration of new schools, school closures, school mergers, changes in grade configuration, etc.;
• Respond to Freedom of Information Law (FOIL) requests by conducting any necessary research and drafting related correspondence;
• Review and draft materials in support of implementation of the State’s Distinguished Educators program;
• Manage the recruitment and implementation of the Office of Accountability’s internship program;
• Develop and use systems and procedures to facilitate timely and accurate delivery of work products;
• Conduct research and analysis pertaining to educational policy and school and district accountability issues;
• Write, review, edit and proofread documents and reports generated by the Office of Accountability; and
• Assist with special assignments as needed.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or a temporary provisional appointment. Provisional candidates must take the examination for the Associate in Education Improvement Services when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position will require some travel.

* Leads to a maximum salary of $105,681 based on annual performance advances.

**Plus $3,026 annual Downstate location adjustment.
