Minimum Qualifications The preferred candidate will have a minimum of five years of management experience in all areas of Human Resources described below for an organization of at least 500 employees. The candidate must also have experience in the administration of labor-management agreements and the administration of employee safety and health programs.

Duties Description The Department seeks an experienced, dynamic individual to serve in the role of Assistant Commissioner for Administrative Services and oversee all administrative activities in one of the largest and most progressive New York State agencies. This is an 8,200-person organization with a team of five executive leaders, eleven regional directors, six divisions with numerous offices and bureaus focused on fulfilling the functions directed by the Governor and established by state and federal laws and regulations. The candidate will support leadership to help guide the future of the state’s transportation infrastructure and system operations, as well as support the operations, maintenance and renewal needs of a statewide transportation system that encompasses more than 113,000 highway lane miles; more than 17,400 bridges; a 3,500-mile passenger and freight rail network; 485 public and private aviation facilities; 12 major public seaports; and 120 municipally-sponsored public transportation operators.

At the direction of the Commissioner, the Assistant Commissioner for Administrative Services serves as a member of DOT’s Executive Team and has direct responsibility for all administrative functions necessary to support DOT in its mission to ensure those who live, work and travel in New York State, have a safe, efficient, balanced and environmentally sound transportation system. In this respect, Department programs and employees are the customers of the Administrative Services Division. The incumbent in this position reports directly to the Chief of Staff.

The incumbent will provide leadership and oversight in the areas of human resources, diversity programs, employee safety and health, audit and internal controls, purchasing and facility management. Descriptions of each of these areas are below. This oversight extends statewide through the Department’s eleven Regional Administrative Offices. The candidate for this position will also have a leadership role in the Department’s Incident Command System to support emergency transportation operations.

Office of Human Resources
Performs recruitment and hiring activities, provides employee training and development opportunities, administers employee benefits, fosters effective and productive relationships with labor, strives to maintain a consistent approach to the Department’s statewide labor relations activities and to fairly administer labor-management agreements with two public sector unions.

Office of Employee Safety & Health
Promotes and supports a safe and healthful work environment by providing leadership and policy development. Investigates the Department’s motor vehicle crashes and personal injuries. Conducts safety audits of work zones and works with other Programs to deliver continued improvements in work zone safety. Conducts statewide building code inspections of the Department ‘s one thousand plus structures. Ensures OSHA training, first aid/CPR and other safety training is conducted as required. Ensures the delivery of the Department’s Respiratory Program, Audiometric Protection Program, Automatic Defibrillator (AED) Program and Safety Footwear Program. Participates in the review and product development of the Department’s High Visibility Garments and other safety Personal Protective Equipment (PPE). Participates in the Vehicle Lighting Committee, Work Zone Review Committee and the safety evaluation of new equipment and products.

Office of Audit
Performs financial and compliance audits of contracts, conducts engineering consultant pre-award reviews, certifies eligible firms as Disadvantaged Business Enterprises in accordance with Federal regulations. Assists agency managers in identifying and assessing risks, administers DOT’s Internal Control Program and maintains the Official Issuance System. This Office also performs objective internal audits and consulting services to help managers improve business operations and coordinates external audits to assist managers in dealing with and responding to these audits.

Purchasing Unit
Ensures that all DOT purchases of commodities, services and technology is done in accordance with policies and procedures that follow State Finance Law and Economic Development Law and take advantage of the benefits of competition. DOT Purchasing is also responsible for ensuring proper set-up and utilization by Department users of state financial systems that govern the purchase process, as well as diversification in Department procurements and is committed to actively promoting opportunities for certified Disadvantaged, Minority and Women-Owned Business Enterprises, Service-Disabled Veteran Owned Business Enterprises and NYS resident small business concerns.

Facilities Management
Oversees facilities owned by Office of General Services (OGS) or private holdings where Department of Transportation occupies or leases space within. Responsible for lease renewals, Tenant Alteration Requests and acts as liaison between the Department and OGS. Responsible for the Main Office building maintenance, mail room, warehouse, and parking. Performs daily inspections of the Main Office Building to ensure a quality office environment for Main Office employees and performs site visits to buildings leased by OGS for DOT. Assists Department managers in leased buildings with submitting Tenant Alteration Requests and solving concerns within those buildings.

Additional Comments *Salary will be commensurate with experience. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
