Minimum Qualifications A bachelor’s degree in an appropriate field and ten years of experience in a mental health or closely related field, five years of which must have been at a managerial level, and three years of which must have been in the operation and administration of a program for people with mental illness.

Preferred candidates will have executive level experience in a large behavioral health organization and will possess a clinical or operational leadership and/or quality management background and strong administrative skills. We are seeking a proven leader with a passion for patient-centered, recovery-oriented care, experience successfully navigating system transformation, knowledge of mental health and sex offender treatment, and the ability to work at multiple levels in a large and complex matrix organization. Candidates must address size and scope of managerial experience in their cover letter or resume.

Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive policy influencing position of Associate Commissioner Mental Health, M-8, to direct the Division of Forensic Services. Under the general direction of the Executive Deputy Commissioner, the incumbent oversees, funds and regulates an integrated system of secure forensic psychiatric centers, regional forensic units, community-based treatment services for Article 10 respondents and an array of community-based training and technical assistance services that enable local governmental units to better serve this population. Specific duties include, but are not limited to, the following:

Oversees the implementation of forensic services and issues and interprets OMH forensic services policies.
o Develops, and directs the development and interpretation of, OMH policies that affect forensic patients.
o Supervise staff exercising clinical judgment as it pertains to transfer and furlough of forensic and civil patients.
o Oversees the evaluation of sex offenders upon the expiration of their criminal sentences to determine whether they require civil commitment or strict and intensive community supervision; ensures confinement and treatment are provided as appropriate.
o Ensures appropriate mental health treatment services are delivered to inmates of Central New York Psychiatric Center and NYS’s correctional facilities.

Provides administrative oversight over forensic units statewide.
o Meets regularly with facility staff and Department of Correctional Services and Community Supervision officials to ensure that timelines for program implementation are met. Provides status reports to OMH leadership.
o Ensures that program managers have the fiscal and programmatic resources available to meet the mental health needs of the client population.
o Oversees the development of materials for, and provision of training to, staff within Central Office, at facilities and at local mental health agencies, including training police (statewide) in dealing with mentally ill citizens.

Represents the Division of Forensic Services at agency meetings and amongst agency officials.
o Functions as a member of the Commissioner's Cabinet by attending and participating in leadership meetings.
o Advises and consults with Commissioner on all forensic issues.

Functions as a liaison for the NYS OMH by maintaining positive relationships with those entities associated with forensic services.
o Develops and maintains relationships with executive staff members of the Department of Correctional Services and Community Supervision and the Commission of Correction.
o Develop and maintain relationships with criminal justice agencies and patient advocate groups.

Coordinates standards and methods of data collection for forensic services to improve efficiency and accuracy of information.
o Develops a uniform standard by which information for monitoring patients is gathered, reported and retained in a data base.
o Initiates data-driven strategies for areas such as hospital level of supervision, community diversion, Medicaid utilization and a general forensic data base.
o Coordinates the development of electronic systems to screen and prioritize cases for civil management review based on criminal history.
o Secures grant funding to develop new electronic software to optimize the data collection of forensic data.

Supervises Central Office Division of Forensic Services staff and oversees field staff associated with NYS OMH forensic services.
o Provides administrative, fiscal and programmatic direction to regional forensic units and forensic facility directors.
o Maintains a regular presence at facilities by visiting them on a scheduled basis.
