Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming).

Eligible List Appointment: Candidates must be reachable on the Information Technology Specialist 3 (Programming) Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Duties Description The New York State Education Department (NYSED) is seeking candidates for an Information Technology Specialist 3 (Programming) position to serve as an Application Development and Support Specialist within the Office of Information Technology Services (ITS). Under the direction of an Information Technology Specialist 4, the incumbent of this position will collaborate with multiple IT teams to implement and support platforms such as Enterprise Content Management (ECM) and related IT components that are critical to the implementation and operation of an enterprise Vocational Rehabilitation (VR) solution. This solution will offer the NYSED Adult Career and Continuing Education Services (ACCES) division and their consumers a modern system for VR case management and other mission critical services. Duties of this position include, but are not limited to, the following:

• Develop and maintain knowledge of legacy mainframe development for data cleansing, data conversions and migrations;
• Provide hands-on implementation, troubleshooting and support services for products that work with the core VR Case Management SaaS solution such as Enterprise Content Management and Data Analytics tools, as part of the end-to-end application support for ACCES-VR technical solution;
• Contribute to release and change management, defect fixes and application enhancements;
• Document technical information related to product support and application releases;
• Provide hands-on support for integration of software components and tools such as data analytics tools and reporting software with the core SaaS solution;
• Partner with vendor staff, NYSED ITS staff and ACCES business teams to provide full range of operational support services;
• Coordinate with NYSED ITS Technical Services Database team to assist with data cleansing, data conversions and migrations;
• Provide testing, defect analysis, and technical problem management support;
• Provide hands-on administrative support for identity and access management;
• Participate in technical requirements documentation, modeling, analysis and design;
• Work with vendors and other technical teams on specific product solutions to ensure that NYSED ITS team’s technical deliveries work well within the overall end-to-end solution;
• Provide hands-on issue resolution services and proactively monitor for system problems;
• Use products, tools and services that allow for effective technical solutions and seamless operations;
• Perform root cause analysis and technical fixes for defects and prioritize fixes for each release;
• Participate in transition and knowledge transfer activities with vendors and IT teams;
• Provide technical training, assistance and support for areas of support. Serve as the primary technical point of contact in supporting day to day operations;
• Assist in adopting an enterprise architecture to meet acceptable enterprise system practices. Deploy and maintain systems in accordance with established guidelines;
• Implement application security procedures and protocols and participate in security risk reviews and remediation activities including producing written reports;
• Participate in the testing of applications and products and develop test plans; and
• Participate in all stages of the application releases and operational maintenance.
