Minimum Qualifications Permanent Transfer Candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Systems Specialist 1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 70.1 or Section 70.4 of the Civil Service Law to a Health Systems Specialist 1. *Provisional Appointment Candidates: Open Competitive qualifications; A bachelor’s degree and two years of professional administrative or professional clinical experience in one or more of the following areas: 1.) professional administrative experience related to regulatory activities which include medical or programmatic review, audit, and/or regulatory activities observing and evaluating patient or resident care in a health care facility regulated by a governmental agency (Provision of direct care services are not qualifying); 2.) oversight or coordination of regulatory compliance and/or quality assurance activities in a health care delivery system; 3.) participating in the development or implementation of state or federal regulations that govern the provision of health care; 4.) supervision of clinical staff who provide health related services in a health care facility regulated by a governmental agency; or 5.) evaluating the quality of health care provided to individuals to ensure that professional standards of practice are met and health related services comply with governmental regulations.
A master’s degree in public health, health policy and management, health care administration, hospital administration, health care finance, social work, nutrition, or physical therapy may substitute for one year of experience.
PREFERRED QUALIFICATIONS: Experience in Managed Care, Health Care Delivery Systems, Health Care Administration, Public Administration, Government Sponsored Health programs or related field.
Duties Description Typical duties of this position include the daily oversight of assigned Managed Care Organizations (MCO) to ensure compliance with Public Health Law Articles 44 and 49 as well as NYCRR Part 98. The incumbent provides MCOs with a NYSDOH liaison to aid and coordinate the review and approval of management and provider contracts; provider network review; review of character and competence for MCO personnel or contracted management vendors; operational or targeted survey participation; the provision of guidance to MCOs regarding DOH policy changes or other applicable correspondence; communication with other DOH bureaus or State partners where applicable; and other related duties as applicable.
Additional Comments Contingent permanent, full-time. May require routine travel, including travel to areas that may not be served by public transportation.
