Minimum Qualifications A bachelor’s degree and three years of professional research experience in natural sciences; or a master's degree in natural sciences and two years of professional research experience in that field; or a doctorate degree in natural sciences. Aviation science degrees or experience with aviation are preferred but not required. Geoscience degrees or experience in the geosciences is also preferred but not required. Preference will be given to candidates who possess academic credentials and experience in the following fields; remote sensing and photogrammetry, GIS, GNSS, aerial detection systems, digital image analysis, thematic classification, cartography, traditional surveying, statistics, and database management. Strong written and oral communication skills are required.

Duties Description Under the technical and administrative supervision of the Aviation Coordinator, Research Scientist 3, the successful candidate will be responsible for the following activities:

Develop Geomatic Technologies 50%

• Design, validate and implement UAS technologies for the Department’s aerial and ground detection surveys and other priority actions relative to survey and detection for environmental impacts, and emergency search-and-rescue activities.
• Design, validate and deploy specialized sensor configurations, deployed by UAS, for the variety of existing and future aerial survey needs of the Department, relative to survey and detection for environmental impacts, and emergency search-and-rescue activities.
• Develop, validate and report on methodologies for the use of UAS and geo-spatial analyses to meet existing and future needs as required by collaborating Divisions and Agencies.
• Collaborate with UAS industry scientists and technologists in the development, validation, and implementation of UAS related enterprise management workflows and solutions.
• Research and test Department UAS flight, ground control, and payload sensor performance characteristics in situ, and make determinations for application efficacy, operations, safety, procurement and policy.
• Prepare expert reports and professional papers on the results of investigations and studies in UAS and UAS related geomatics.

UAS and Geomatic Services and Outreach 30%

• Research, validate, and provide UAS and geomatic services to the Department’s Divisions and inter-agency research programs.
• Prepare proposals for funding UAS design and testing, and concurrent development of geomatic technologies for specific research projects as requested by collaborating Department research scientists.
• Prepare and deliver expert lectures on the Department’s UAS and geomatic technology developments for professional conferences, workshops and academic institutions.
• Maintain and advance current collaborations on geomatic research projects including projects with sister agencies, municipalities and universities.

Training and Support 20%

• Provide guidance to pilot staff, write and distribute operation procedures related to Department policy, FAA rules, health and safety awareness and regulations.
• Develop curriculum for Department staff by directing training, providing certification and evaluating results for geomatic and UAS survey and remote sensing activities.
• Cooperate and collaborate with federal agency scientists, the Federal Aviation Administration (FAA), the Northeast Unmanned Aircraft Integration Research Alliance (NUAIR), NYS Police, NYS Division of Homeland Security and Emergency Services (DHSES), NYS Department of Transportation (DOT), Empire State Development (ESD), and other federal and state agencies that provide or intend to develop unmanned aircraft utility and UAS related geomatic technologies.

Additional Comments Must have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain, work in remote areas and in adverse weather conditions. Travel, overtime, and overnight travel may be required. Must be able to lift and move objects up to 15 pounds. Emergency response may be required.
