Minimum Qualifications Appointment method:

Non Competitive: A Bachelor’s Degree in accounting, actuarial sciences, auditing, banking, business, business administration, business and technology, commerce, computer information systems, computer science, consumer sciences, criminal justice, cyber security, econometrics, economics, finance, financial administration, health, health administration, information systems, information systems engineering, information technology, internal controls, international or public affairs, law, market analysis, mathematics, public administration, public policy, risk management, statistics, taxation, or technology and seven (7) years of financial services experience with: 1) a regulated entity who has a regional, national and/or international presence; or 2) a governmental regulatory entity. This experience must include practical and technical knowledge about State, federal and/or international financial services laws, rules and regulations. Two (2) years of the experience must have been at a managerial level.
Substitutions: A J.D. or a Master's Degree may substitute for one (1) year of specialized experience; and a Ph.D. may substitute for two (2) years of specialized experience.

Duties Description The Department of Financial Services (the Department) is seeking a candidate for the position of Director Financial Services Program 1 in the Consumer Protection and Financial Enforcement Division’s Consumer Examination Unit (“CEU”). CEU’s supervision of student loan servicers will be a primary focus of the position. Duties will include, but will not be limited to, the following:

• Oversees the activities of staff conducting examinations and investigations of student loan servicers and other financial services companies;
• Supervises examiners and other professional staff;
• Establishes priorities for the supervision of student loan servicers and other financial services companies and provides policy recommendations to higher-level managers, including the CEU Deputy Superintendent;
• Monitors workflow and production levels, including the evaluation of examinations and investigations, and ensures that completed work complies with program policies, laws, rules, and regulations;
• Partners with other business units, programs, agencies, providers, and advocacy groups to develop and implement policies relating to the Department’s supervision of student loan servicers and other financial services companies;
• Participates in public speaking activities, educational workshops/seminars, and inter and intra-agency teams and workgroups;
• Participates in hiring staff to work on the supervision of student loan servicers and other financial services companies;
• Conducts studies and research about emerging student financial trends and prepare reports and recommendation to the CEU Deputy Superintendent;
• Reviews and analyzes legal matters involving student loan servicers and other financial service companies, including potential violations of laws or regulations;
• Drafts, reviews and makes recommendations concerning regulations, legislation, and industry guidance; and
• Other duties as assigned.

Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
