Minimum Qualifications Appointment Method:
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
Duties Description Appointment to this position is pending Division of Budget approval to fill.
The Department of Financial Services is seeking applicants to serve as the Director of the newly formed Cyber Intelligence Unit. In this position, the Director will work directly with the agency’s Executive Deputy Superintendent for the Cybersecurity Division and other executive staff. The position will focus on gathering and analyzing threat intelligence using DFS’s unique resources and threat information sharing with other government agencies and the financial industry regulated by DFS. Duties will include, but not be limited to, the following:
• Makes recommendations on cybersecurity regulations, guidance, and policy;
• Oversees DFS’s response and follow up for Cyber Incident Notifications from regulated entities, including tracking and investigating cyber incidents;
• Analyzes threat data from external sources, DFS Cyber Incident Notifications, and DFS’s supervision of regulated entities to identify both imminent cyber threats and trends over time;
• Deploys and manages security and database procedures and tools;
• Collaborates with industry and governmental organizations to share and analyze threat intelligence (such as federal and state agencies, Information Sharing and Analysis Centers (ISACs), law enforcement, etc.);
• Reports on the threat landscape to executive management within DFS and to the appropriate industry and government partners;
• Assists with enforcement investigations relating to DFS’s cybersecurity regulation;
• Provides technical expertise to other Divisions within DFS; and
• Supervises and trains junior staff.
Preferred Qualifications:
? At least four years of experience in information security, threat intelligence, cyber investigations, incident response, or similar fields.
? Ability to understand, and clearly articulate complex technology risks.
? Strong knowledge of information security landscape, security solutions, and current and emerging security threats.
? Ability to manage, prioritize, and complete multiple projects and tasks simultaneously within defined time frames.
? Experience with collecting, analyzing, and interpreting qualitative and quantitative data from multiple sources for the purposes of documenting results and analyzing findings.
