Minimum Qualifications Three years’ professional experience in planning, developing, implementing, or enforcing a human rights, civil rights or housing program; investigating human rights or civil rights complaints;

Substitutions: a bachelor’s degree may substitute for one year of the required professional experience; a master’s degree in criminal justice, human resources management, business administration, or public administration may substitute for two years of the required professional experience; and a law degree (JD of LLB) may substitute for three years of the required professional experience.

The selected candidate will be tested for proficiency in Spanish, and must pass at Level 3 proficiency to be considered for appointment.

A provisional appointment may be made if the Civil Service List is exhausted. If you are appointed as a provisional employee, you must be successful on the future upcoming examination, and score high enough to be reachable for permanent appointment to the position from the resulting eligible list.

Duties Description This position will be assigned to the Housing Investigations Unit. The incumbent will conduct investigations by organizing documents, developing the investigation, speaking with parties and witnesses, documenting and tracking case events, and generating forms, recommendations and requests; interact with the public and Division staff, responding to general oral and written inquiries regarding the Division and the complaint process; assist complainants with information and completion of complaint forms; attempts to assist parties in reaching acceptable resolution of
complaints. Prior to a possible determination of a human rights violation, the incumbent would attempt to help parties reach an acceptable resolution.

ESSENTIAL DUTIES AND FUNCTIONS
1. Interprets State and Federal Laws concerning discrimination in housing accommodation.
2. Prepares case processing plans. Determine strategy, tactics and appropriate case law utilized in the investigation of assigned discrimination complaints. Request and review respondent’s policies and practices.
3. Interview complainants, respondents, witnesses and other parties identified in the complaint to determine or verify the allegations, the parties’ respective positions and other information necessary to evaluate the merits of the complaint.
4. Send out correspondence, conference notices, written interrogatories and requests for production of records. Conduct one-party fact-finding conferences and/or site visits and third-party verification. Examine records, tenant rolls, correspondence, and other documentation relevant to the investigation. Verify the authenticity of the documentation and maintain a case file.
5. Maintain timely recording and documentation of the investigation process in the Case Management System and the HUD Enforcement Management System (HEMS). Analyze comparative data, position statements and rebuttals, and documentation provided by the
parties.
6. Beginning with the assignment of the complaint, engage the parties in conciliation. Facilitate settlement negotiations and assists in drafting of settlement agreements.
7. Analyze information gathered by investigation and prepare comprehensive reports of findings and conclusions and recommend determinations.
8. Complete investigations of assigned cases within 100 days from filing date.

Additional Comments Downstate employees receive an additional $3,026 in location pay annually.
