Minimum Qualifications Preferred Qualifications: A minimum of a Bachelor’s degree in public policy, political science, public health, sociology, social work, or other related human service degree program and two years’ experience working in a residential setting, case management, special education, service coordination or a county-level service delivery system such as a local department of social services or mental hygiene agency. A Master’s Degree is preferred. To be considered for this position, candidates will need to demonstrate very strong verbal and writing skills and have a thorough understanding of state and local children, youth young adults and family service delivery systems. The position will also require broad systems knowledge related to the provision of community-based services, placement of children and youth in out of home care, and children and youth placed out of state for residential treatment.
Duties Description This position will support coordinating interagency efforts in addressing the needs of cross-systems children and youth by responding to current residential placement and community service systems issues of children, youth, and young adults referred to the Council’s Hard-to-Place/Hard-to-Serve Unit. Specific duties would include but are not limited to:
Assist senior staff in identifying, analyzing, and developing strategies for addressing policy and program issues related to the overall treatment needs of children, youth and families requiring services from multiple systems. This would include negotiating and facilitating residential and community service options to address immediate crisis and treatment needs of children and youth referred to the Council.
Collect, review, and analyze referral materials of child/youth to determine imminent danger of child/youth to self and others, e.g. assessing suicidal ideations and actions, and any other self-injurious behaviors; risk to public safety due to exhibiting sexualized behaviors and/or other forms of aggression; hostile and assaultive behaviors; overall behavior management issues;
Coordinate and facilitate timely case planning meetings with senior and mid-level state agency central and regional staff; representatives from local government and school districts; family members and advocates to develop residential placement opportunities and services, or community based services, as applicable, to address treatment needs for complex and challenging dually or multiply diagnosed at-risk children, youth and young adults;
Communicate with, meet and visit residential programs and schools, both in-state and out-of-state, to develop and maintain effective professional working relationships and remain informed of potential bed vacancies, current children, youth and young adult populations, trends, services offered and program models and issues;
Write meeting summaries that include complex policy discussions and disseminating them to participants and senior-level state agency, Governor’s Office, and Legislative staff;
Support meeting chair persons and potentially chairing meetings of representatives of state agencies, the legislature, advocacy organizations, services providers, and consumers on a variety of policy topics;
Organize meetings including scheduling, arranging for space, developing agendas, and preparing meeting materials;
Develop policy reports including updates on trends and urgent issues impacting on children, youth and young adults with complex treatment needs requiring cross-system services;
Make presentations to interest groups including advocacy organizations, community-based organizations, state and local governmental leaders, provider organizations, parent organizations and others;
Participate in state, regional and local interagency meetings as assigned;
Manage grant funds including writing project reports and grant proposals; and
Assist on other project activities as needed.

Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
