Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD’s Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.
OR
Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description POSITION DESCRIPTION:

The Office for People With Developmental Disabilities (OPWDD) is seeking a Contract Management Specialist 1 to assist in the oversight and management of the agency’s statewide vehicle fleet, consisting of approximately 3,400 vehicles primarily including sedans, mini 8, 12, 15-passenger vans, wheelchair vans, and buses. OPWDD provides services to individuals living with developmental disabilities at over 1,000 residential and day service locations statewide through a network of 13 district offices. This position will assist in overseeing and directing statewide fleet management activities, including the supervision of Albany and district-based staff engaged in duties as follows:

• Ensure all vehicles are inspected and serviced annually or as otherwise appropriate.
• Ensure manufacturer recalls are distributed to the districts and that repairs are made timely.
• Monitor all vehicle repairs and costs for appropriateness given age, repair history, mileage, etc.
• Ensure that OPWDD conforms to governing policies and procedures regarding surplus vehicles.
• Ensure vehicle accidents are appropriately managed.
• Ensure compliance with all appropriate State motor vehicle laws, including OPWDD compliance with Article 19-A.
• Collaborate with districts and agency fiscal staff to prepare the annual vehicle business case to purchase new vehicles.
• Ensure new vehicles are properly distributed to the districts, are properly registered, and have the appropriate fuel purchasing cards.
• Coordinate with district offices to ensure that vehicle assets are utilized to the greatest extent possible and deployed to appropriately address demand.
• Ensure vehicle violations are distributed to districts timely and paid timely.
• Supervise fleet management staff.
• Provide functional supervision to transportation staff in the districts.
• Other responsibilities as needed.

This position requires occasional statewide travel to all 13 OPWDD districts throughout the year.
