Minimum Qualifications Permanent Transfer Candidates: Current DOH employee with permanent or contingent-permanent competitive status as a Consultant Nurse-HNSA, G-24 OR current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title and eligible for transfer to Consultant Nurse-HNSA under Section 70.1 of the Civil Service Law OR eligible for transfer under Section 70.4 of the Civil Service Law (NYS employee with one year of permanent or contingent-permanent competitive service at G-22 or higher and meeting the open competitive minimum qualifications listed below).

Provisional Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND six (6) years of public health, community health, or other nursing experience in an appropriate facility setting. Three (3) years of this experience must have been providing direct patient care and three (3) years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator.

Preferred candidate will possess experience with NYPORTS, patient safety including NYS specific protocols such as Sepsis, Stroke, Maternal Hemorrhage, and the New York State Surgical and Invasive Procedure Protocol (NYSSIPP). Experience with quality assessment and performance improvement activities including the investigation of adverse events in healthcare settings. Experience with medical record reviews and the 10th revision of the International Statistical Classification of Diseases (ICD-10) coding. Highly motivated and detail oriented. Demonstrated strong interpersonal, critical thinking, and time management skills. Excellent written and verbal communication skills. Demonstrated proficiency using various computer databases and software programs, such as Microsoft Office Suite.

Duties Description The New York State Department of Health, Office of Primary Care and Health Systems Management, is seeking a Registered Nurse to provide support to the New York Patient Occurrence Reporting and Tracking System (NYPORTS). NYPORTS is a reporting system that collects confidential information regarding adverse events that occur in Department of Health licensed hospitals and clinics. The selected candidate will: review and analyze these events; document reviews and triage events in the NYPORTS system; consult with providers regarding programmatic and regulatory requirements; work with other Department of Health staff for routine activities and special projects. The selected candidate will assume a management role in the NYPORTS program. The incumbent will train and directly supervise other clinical staff. The individual will oversee the triage of submitted adverse event reports, interface with facilities, and coordinate the closing out of Root Cause Analysis (RCA) reports. Other activities include leading investigations; serving as a nursing services expert; interpreting policies, rules and regulations; and representing the Department at meetings and public forums. In addition, the selected candidate will work with the Information Technology (IT) Department to further develop the new NYPORTS application.

Additional Comments Permanent, full-time (transfer) or provisional pending exam. This position involves travel which may include locations not served by public transportation. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
