Salary RangeFrom $90375 to $111316 Annually
Minimum Qualifications Bachelor’s degree in an IT-related discipline with a minimum of four (4) years of professional experience in a related field.
Substitutions:
• An associate degree in an IT-related discipline with a minimum of six (6) years of professional experience in a related field; or
• Seven years of required, professional experience from which comparable knowledge, skills, and abilities have been achieved; or
• Any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
Required:
• Extensive experience in systems analysis, data architecture and project management.
• Strong proficiency with: Microsoft Data Management and Reporting Tools, MS SQL Server 2008 (and higher), industry-leading business intelligence and reporting tools.
• Working knowledge of: database design, system design principles, and extract, transform, load (ETL) systems.
• Ability to work with a diverse group of people at both an operational and technical level.
• Ability to explain IT-specific language and functions in layman's terms, or in a manner that’s appropriate to audience.
• Ability to work both independently and as part of a team.
• Strong written and verbal communication skills.
Duties Description Under the general direction of the Vice President, Division of Minority and Women’s Business Development, the incumbent will oversee the project management, monitoring, and targeted enhancements to NYSCS as a result of new MWBE initiatives and recent legislation. The NYSCS system enables users to apply for NYS Minority and Women Owned Business Enterprise certification, search for NYS MWBE certified firms, and interact with State agencies and authorities. S/He will determine necessary system enhancements and coordinate the implementation, operation and continual functionality of these changes. In addition, the incumbent will augment other internal databases with NYSCS, plan and oversee the training initiatives for NYSCS, and provide all additional support to ESD staff and agency stakeholders.
Duties include, but are not limited to:
• Establish and maintain a thorough understanding of Article 15-A.
• Function as team leader for DMWBD program areas, agency users and customers to properly manage functional use of NYSCS.
• Provide strategic direction, advice and technical guidance to vendor to ensure system modifications capture all needs created by newly reauthorized 15-A legislation.
• Oversee problem resolution within NYSCS and ensure system maintains high-quality operations. To do this, incumbent will work with vendor, agencies, DMWBD program areas and MWBE’s.
• Oversee the proper use – and problem resolution - of NYSCS by DMWBD program areas, including Certification, Agency Services, Compliance, Business Development, Workforce Review, as well as all state agencies and authorities.
• Conduct studies with state agencies and ESD program areas to identify NYSCS deficiencies and determine necessary system enhancements.
• Consistently verify that the enhancements in NYSCS provide the components that are necessary to assist DMWBD in realizing Article 15-A goals.
• Oversee the implementation and testing of system enhancements.
• Develop Contract System training to familiarize users with the new platform and its functions.
• Develop NYSCS report specifications that will permit routine audits to affirm that New York State agencies are reaching their MWBE requirements.
• Assist DMWBD program areas with projects associated with data from NYSCS.
• In Account Management, perform necessary verification procedures to ensure that Next Generation B2G Now system components - per contract agreement - are billed correctly and are properly implemented into Contract System.
• Organize monthly and quarterly outreach to stakeholders for training on new functionality in NYSCS.
• Work with senior level executives in Empire State Development to determine implications of newly reauthorized legislation set forth in Article 15-A.
• Submit formal recommendation for Executive Chamber approval for system enhancements.
• Work with vendor to continually develop cost-effective improvements on an ongoing basis for user needs.
• Continually update FAQ database for New York State Agency and Authority stakeholders.
• Supervise supporting staff.
Marketing and Outreach:
• Lead outreach efforts in the community to promote awareness of the NYSCS program and services of the Department.
• Deliver presentations related to MWBE certification, procurement, and database/systems training.
• Lead WebEx presentations as needed.
• Outreach through B2G NYSCS module as needed.
Additional Comments Salary Range: $90,375 - $111,316
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
