Minimum Qualifications • A Bachelor’s degree from an accredited college or university. AND

• At least five (5) years of experience in utilizing multiple audit software tools and techniques to plan and conduct IT audits and identify system weaknesses.

Experience must include the following, which may be concurrent:
• At least two (2) years of supervisory experience. AND

• At least three (3) years of experience in analyzing various IT systems (network and communications, security software, etc.) and providing risk management guidance to management. AND

• At least two (2) years of experience in the development of audit procedures to address identified risks and provide deliverables within expected timeframes.

EDUCATION
• A Master’s degree in a closely related field may be substituted for one (1) additional year of the general experience.

Duties Description • Develop a Robust IT Audit Facility: Assemble a wide collection of hardware and software that allows us to simulate and test computing environments that are most commonly used by the Office of Information Technology Services and other state agencies and authorities. This will include various network servers and operating systems, mainframes, firewalls, freeware/shareware and commercial software, web servers, and telecommunications devices such as routers and switches. This additional capability will for testing and training on a wider range of platforms, operating systems, and software to include:
o Multiple server environments, such as various Windows and UNIX environments, as well as web server environments and applications.
o Various database configurations.
o Other software such as network scanning, vulnerability, and penetration testing products.
o Other technologies such as firewalls, routers, and switches.
• Develop Staff: Develop, maintain, and recruit a skilled blended workforce.
o Create a plan to expand the Unit with various diverse talents – both IT and audit team members.
o Develop listing of job qualifications needed for the IT Audit Unit workforce.
o Work with HR and Civil Service to find appropriate titles to hire.
o Instruct and teach staff the technologies needed to perform IT audits.
o Instruct and teach staff new technologies so that OSC can continue to perform and improve its overall IT audit process.
o Research external training opportunities for staff, as needed.
• Develop Methodologies for Testing Various Systems and Documenting the Work: Create procedures for using various IT audit testing tools. Also, Develop a data analysis methodology for documenting and analyzing vulnerability scan reports.
• Create a Repository of Audit Planning Ideas Based on IT Staff’s Technical Expertise Levels: Perform testing and develop risk assessments to identify risk and develop audit planning ideas.

Additional Comments Candidate should possess:
(1) Expert experience in use of various IT audit software tools and techniques to identify system weaknesses.
(2) Experience with network operating systems, security software system, and key application systems.
(3) Outstanding research skills in obtaining and validating critical IT issues in state government.
(4) Strong verbal and written communication skills.
(5) Excellent supervisory skills, including coaching and developing staff.
