Minimum Qualifications Appointment Method:
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
Duties Description The Department of Financial Services (DFS) is seeking applicants to fill a Director Financial Services Programs 3 position in the Research and Innovation Division, an office charged in part with helping the Department keep pace with the rapid innovation in all sectors of the financial services industry with a special focus on virtual currencies, digital currencies, blockchain, distributed ledger technology, and other related innovative and derivative products and technologies. The incumbent will design, build, and manage a program to facilitate the testing of RegTech solutions that have the potential to significantly improve DFS capabilities, including those related to our supervision of regulated entities. As this program is evolving, the program could take inspiration from the efforts of other regulators, including efforts undertaken by the Bank of England to enlist technology companies in the rapid testing of promising solutions.
Preferred Qualifications:
• Program management experience, having designed, built, and managed programs that match innovators with organizations seeking to solve relevant problems.
• Expertise related to innovation methodologies such as techsprints, hackathons, challenge prize competitions, proof of concept testing, accelerators and incubators, etc.
• Experience related to the supervisory functions of regulators, including examinations and other methods employed by regulators to ensure compliance with regulations.
• Strong network within RegTech, FinTech, Insuretech, and related communities.
• Relationship oriented, able to successfully navigate internal stakeholders and requirements.
• Outcome and results oriented, with an ability to impact with limited oversight.
Additional Comments Please note that positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
Appointment to this position is pending Division of Budget approval to fill.
