Minimum Qualifications Candidates who meet the qualifications listed below are eligible:

A. Experience:

Five (5) years of progressively responsible administrative, consultative or supervisory experience in a mental health program including one of the following:

1. One (1) year of satisfactory experience in a position comparable to a Clinical Chief of Service (COS) or Director of Mental Health Rehabilitation;

OR

2. Two (2) years of satisfactory experience in a position as administrative head of a multi-disciplinary treatment team;

OR

3. Two (2) years of satisfactory supervisory, professional, or administrative experience in the development, operation, and/or implementation of the mental health service delivery system for State facilities, counties, or local/private agencies in three (3) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

A Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science from an accredited school; or a valid license to practice medicine in New York State or Canada. Current registration or licensure required where applicable.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description The DDPC 2 Operations is an essential member of the facility's Executive Management Team. Under the general direction of the Executive Director, the DDPC 2 Operations is responsible for the direction and oversight of SBPC's community service programs - one of the largest mental health outpatient service delivery systems in New York State. The DDPC 2 Operations coordinates, manages, and oversees the effective operation of residential programs, ACT teams, Care Coordination, and other recovery and rehabilitative programs located in both Staten Island and Brooklyn. The DDPC 2 Operations participates in the development of the facility's short and long range goals; establishes policies and procedures to ensure efficient and effective service delivery; ensures service delivery complies with OMH guidelines and standards of regulatory agencies; provides leadership in the development of therapies and programs to support patient rehabilitation and recovery; supervises, coordinates, and directs the activities of subordinate managers to ensure the provision of quality patient care utilizing community supports; ensures the maintenance of a safe and therapeutic treatment environment; develops alternative housing programs; manages the outpatient census and ensures that staff are appropriately and efficiently deployed; and establishes and maintains effective working relationships with external organizations to maximize resources and implement program goals.

South Beach Psychiatric Center (SBPC), a New York State operated, Joint Commission accredited and Centers for Medicare and Medicaid Services (CMS) certified mental health facility located on Staten Island, New York, is seeking qualified candidates for the position of Deputy Director, Psychiatric Center 2 – Operations. SBPC offers a comprehensive continuum of care of mental health services, including intermediate inpatient care, extensive ambulatory care services, Transitional Living Residences, as well as psychiatric rehabilitation services to persons living in western Brooklyn and Staten Island. SBPC also operates a specialized inpatient unit for monolingual Chinese persons from Staten Island, Brooklyn, and the other New York City boroughs as capacity allows.
