Minimum Qualifications Candidates must possess a license to practice medicine in NYS, certification in Psychiatry by the American Board of Psychiatry and Neurology, eligibility for full and unconditional participation in the Medicaid and Medicare programs, and two (2) years of post-board certification professional experience as a member of the psychiatric staff of a psychiatric hospital and/or in the psychiatry department of a general hospital. One (1) year of this experience must have included the clinical supervision of other psychiatrists, psychiatric residents or fellows. Preferred candidates will have extensive experience with forensic and/or sex offender populations.

Duties Description The New York State Office of Mental Health (OMH), Division of Forensic Services is recruiting to fill a Psychiatrist 3 position. In coordination with the Chief Medical Officer and the Associate Commissioner of Forensic Services, the Psychiatrist 3 will serve as Medical Director for the Division and provides clinical direction and supervision to Clinical Directors of OMH Forensic Psychiatric Centers, secure treatment facilities and prison-based services. The incumbent serves as the clinical discipline supervisor over Clinical Directors of OMH operated psychiatric centers and provides invaluable guidance and clinical consultation over the most complex and volatile patient cases overseen by facilities under their auspices. The incumbent defines core clinical competencies, provides training to clinicians and consults on matters relating to quality of care. The Medical Director will function as the lead consultant for issues related to the forensic and sex offender populations and will develop and administer policies, standards and programs relating to the clinical and psychiatric inpatient services provided by Forensic facilities and programs operated by OMH. Specific duties to be performed may include, but are not limited to, the following:

Oversees all aspects of discharge planning to inmate-patients being discharged, including review for the approval of all Article 10 release applications, as well as review of community release plans of all state prison inmates with a history of serious mental illness and risk of violence.

Oversees the implementation of select evidence- based practices in forensic programs and facilities operated and licensed by OMH.

Provides training to forensic clinicians regarding violence risk assessment and its incorporation into treatment planning and resulting discharge decisions.

Conducts psychiatric evaluations and oversees treatment plans for inmate-patients with serious mental illness who are identified as high risk.

Consults with Sex Offender Management and Treatment Act (SOMTA) staff on clinical issues related to Article 10 treatment and reviews applications for the use of anti-androgens.

Conducts clinical reviews and approves or denies applications to courts for transfer of “insanity plea” patients from secure to civil settings and civil to community settings, and reviews administrative transfers from civil to secure settings due to violence and the inability of the civil facility to manage the violent behavior.

Conducts evaluations for competency and provides testimony, as needed.
o Works closely with the New York State Department of Corrections and Community Supervision and the New York City Department of Health and Mental Hygiene to coordinate case management and resolve issues.

Provides technical assistance to the courts and attorneys on Criminal Procedure Law matters and issues.

Completes clinical reviews of treatment of inmate-patients in segregated confinement through the statutorily mandated Joint Central Office Review Committee.

Serves as the clinical lead and reviewer on the Safe Act and National Instant Criminal Background Check System (NICS) review panel for relief from disability for firearms possession.

Provides expert clinical input on OMH policies, procedures and practices in such areas as: Medicaid reform and managed care transition; pharmacy and formulary issues; implementation of electronic medical records; and the Severe Mental Illness – Violence (SMI-V) Initiative.

Leads critical clinical implementation projects such as: clozapine utilization management; suicide screening; violence screening and risk assessment; health monitoring; and tobacco cessation.

Assists with the recruitment and training of new Clinical Directors and Psychiatrists.
o Serves as “acting” Clinical Director at OMH Forensic Psychiatric Centers on an interim basis or in their absence.

Supports renewal of Clinical Directors’ Medical Service Organization (MSO) privileges and conducts quarterly performance reviews of Clinical Directors for the MSO.

Serves on statewide committees and act as liaison to other agencies.
