Minimum Qualifications TRANSFER: Current NYS employee with one year or more of contingent-permanent or permanent competitive service in a title at or above Grade 29/M-3 and eligible for transfer under Section 52.6 of the Civil Service Law.

PROVISIONAL: a bachelor's degree AND seven years professional public health experience in a governmental public health agency or public health program* that receives funding from a public health governmental agency. Of the seven years required experience, three years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures.
The required professional experience must include either:
1. Designing or implementing a public health outreach, promotion, or disease prevention program; OR
2. Conducting disease surveillance or a disease control program.
* For the purposes of this recruitment, a public health program focuses primarily on the prevention of disease through outreach and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.

Preferred Qualifications: The preferred candidate would have progressively responsible professional work experience related to the management of a large, multi-faceted, statewide public health program with a strong understanding of state and federal government management processes. Excellent communication, analytical and organizational skills and a strong command of technology solutions is critical.

Duties Description The Community Health Program Manager 3 (CHPM3) is a critical leadership position that serves as the Associate Director for Program Operations and Administration for the Division of Nutrition. The incumbent will provide administrative oversight for federal and state funded food and nutrition programs with a combined budget of approximately $850 million. The Division includes over 400 state, temporary and contractual staff working in the Bureau of Supplemental Food Programs, Bureau of Child and Adult Care Food Programs, Bureau of Special Investigations, the Hunger Prevention and Nutrition Assistance Program, and the Evaluation, Research and Surveillance Unit. The Associate Director will be the lead for the Division’s fiscal and administrative operations and coordinate closely with the Director and the Associate Director for Nutrition Policy and Outreach on high level initiatives including performance improvement, strategic planning and Governor’s and Commissioner’s priorities designed to target and serve eligible populations, improve outcomes, and expand services. The CHPM3 ensures that Division personnel and fiscal resources are allocated appropriately, and all programs are administered in accordance with federal and state regulations, rules and DOH approved practices. The incumbent will advise the Director on appropriate organizational structure, resources and work environments to maximize the performance and productivity of Division of Nutrition staff in the provision of high quality, efficient service to customers. The Associate Director will represent the Division and Department as a spokesperson and liaison as appropriate. In the absence of the Director, the Associate Directors will assume the duties of the Director

Provision appointees will be required to take the next offered Civil Service examination and be immediately eligible for appointment from the resulting eligible list to maintain employment. Occasional day and overnight travel to locations that may not be served by public transportation is required.
