Salary RangeFrom $69603 to $88124 Annually
Minimum Qualifications Bachelor’s degree and three years of professional research experience in the field of Criminal Justice; or a master’s degree in Criminal Justice or a related field and two years of professional research experience in the field of Criminal Justice; or a doctorate in Criminal Justice or a related field.
Preferred Qualifications: Preferred qualifications include extensive experience designing and conducting criminal justice research. This includes designing and executing an evaluation study of the impact of criminal justice policy changes; an understanding of local jail systems; experience and familiarity with DCJS CCH (Computerized Criminal History) data; proficiency using SPSS and Stata programs to merge and analyze complex datasets and validate the quality of data; and experience summarizing findings in narrative form. The preferred candidate will have a master’s degree or higher in criminal justice or related field.
Duties Description Under the direction of the Program Research Specialist 4 (Criminal Justice) within the Office of Justice Research and Performance, the Research Scientist 2 will coordinate and conduct research related to evaluating the impact of bail reform legislation in New York State. Specific duties may include, but are not limited to:
• Design and implement research studies to evaluate the impact of bail reform legislation, including the design and implementation of data collection tools, as needed.
• Evaluate the impact of bail reform legislation on arrest activity, jail populations criminal case disposition outcomes, failure to appear rates, and other factors related to case processing and likelihood of court appearance.
• Use analytic and statistical software packages such as SPSS and Stata, to extract data from different Oracle and SQL-based systems and create complex analytic data files by matching individual records across multiple data sources.
• Design, develop and implement reports to monitor and track changes in arrest activity, jail populations, failures to appear, bench warrant activity, and other system points impacted by bail reform legislation.
• Prepare and present updates to stakeholders on the impacts of bail reform legislation, including the preparation of written reports on the analysis and interpretation of research findings.
• Present complex research findings, including evaluation of validity and possible significance of findings, to agency managers, Executive staff, government task forces, etc.
• Provide technical assistance to state and local agencies on the implementation of pretrial assessment tools.
