Minimum Qualifications Minimum/Preferred Requirements:
• Bachelor’s degree (Master’s Degree preferred) in criminology, criminal justice, law, public policy, public administration, social welfare, juvenile justice, or a related field from a college or university accredited by a U.S. Department of Education or internationally recognized accrediting organization required;
• Minimum of 2 years' total experience in criminal justice research, or research in a closely related research field such as public policy, public administration, social welfare, or juvenile justice, etc.;
• Demonstrated knowledge of effective training and technical assistance strategies;
• Comfortable in diverse settings;
• Experience working with a diverse team;
• Expected to travel throughout New York and get experience with defense practitioners and others in the criminal justice system;
• Active listener with outstanding note-taking skills;
• Effective communicator with excellent interpersonal skills and strong writing skills;
• Capable of focusing on minute details and resolving problems;
• Highly organized and self-motivated;
• Some experience in customer outreach, community engagement, or sales, would be desirable, with strong preference if such experience occurred in the context of the criminal justice system.
• Comfortable working with numbers and interpreting data;
• Experience with word processing, spreadsheet, and database software required;
• Experience with SurveyMonkey, QuestionPro, or other survey programs/software preferred;
• Experience in planning and designing webpages to display agency data preferred;
• Experience with Customer Relationship Management software (e.g. InfoFlo) desirable
Duties Description • The holder of this position will serve as the Data Outreach Officer and will assist in the research activities of the Office of Indigent Legal Services (“Office”) related to the Office’s overall responsibility to make efforts to improve the quality of mandated representation under County Law Article 18-B. The holder of this position will report to the Director of Research, who in turn reports to Counsel. This position requires an understanding of legal concepts, statutory interpretation, and attorney-client privilege. Specific responsibilities for this position include:
• Assuring that defenders and county governments throughout New York State are aware of, and capable of complying with Office of Indigent Legal Services rules for submission of data.
• Serving as the primary point of contact within the Office for providers of defense services to assist with a wide range of problems, raining from the inability to collect and produce any data to confusion over the nuances of the Office’s refined data requirements.
• Serving as an expert for the Office’s rules for supplying data, including its existing Definitions for the County of Criminal Cases, the ILS-195 form which the Office developed, the Annual Financial Report that county governments must submit, and the program of training associated with those instruments that the Office has begun.
• Assisting counties and providers of representation with understanding these materials, and with fulfilling the requirement to supply needed data to the Office. This may include consulting with providers ad assisting in the development of basic data infrastructure including procurement of software, recruitment and training of staff, and the development of protocols and procedures to obtain, record, and report on data.
• Developing guidance on ‘best practices’ for counties and providers of representation seeking to improve their data collection and reporting capabilities.
• The Data Outreach Officer will also undertake other such activities as may be requested by the Research Director.
