Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD’s Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.

Transfer: Candidates must have permanent competitive status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Duties Description POSITION DESCRIPTION:
Under the supervision of the Director of Agency Planning and Coordination, the incumbent will conduct assigned studies of management such as plans and procedures for new or changing programs, organizational structures, work methods and procedures, program or policy evaluation, information systems and internal control systems in order to analyze, evaluate and develop specific recommendations to management for improved operational and program efficiency and effectiveness. Depending on the nature, requirements and objectives of the project, the analyst utilizes appropriate techniques such as task analysis, cost/benefit analysis, work distribution and workflow charting, statistical work measurements, representative questionnaire sampling, systems and organizational analysis, review of pertinent reports, and the conduct of on-site audits and interviews.
PRIMARY DUTIES AND RESPONSIBILITIES:
Duties will include (but not limited to):
• Assist in training, planning and implementation of new work processes as they relate to new information technology systems and new or changing lines of business related to the transformation to Managed Care.
• Assist in developing, analyzing, evaluating and reviewing study findings and advising management on recommendations and developing procedures for new work processes related to information technology systems.
• Communicate with program staff in obtaining information concerning matters such as work methods and procedures, program evaluations, management audits, information systems, work controls and forms requirements.
