Minimum Qualifications Job Specifics:
• An Associate’s degree may be substituted for two (2) years of general business systems analysis experience.
• A Bachelor’s degree may be substituted for four (4) of the six years of general business systems analysis experience.
EDUCATION:
• A Master’s degree in a related field may be substituted for one (1) year of the general business systems analysis experience.
• A Certified Business Analyst Professional (CBAP) may be substituted for two (2) of the eight (8) years of general business systems analysis experience.
Minimum Qualifications must be met to be considered for an interview.
At least eight (8) years of experience in business systems analysis, including planning; elicitation of requirements; analysis and validation of all recommended changes to processes; designing solutions; developing testing plans; supporting implementation and documentation of solutions with stakeholders.
At least one (1) year of supervision experience.
At least two (2) of these years must have been in utilizing an Enterprise Resource Planning system (ERP) to implement system change processes (eg. Oracle, SAP, SAGE, ECI, Netsuite, Peoplesoft etc.)
A Certified Business Analyst Professional (CBAP) may be substituted for two (2) of the eight (8) years of general business systems analysis experience.
Duties Description Manage day to day activities of project staff in the implementation of New York State Payroll Online for 9.2 upgrade.
• The incumbent will be working on a variety of projects surrounding the Payroll Enhancement Program projects scheduled to last through 2016. Aside from the general BSA duties below, incumbent will be working under the direct supervision of the Project Coordinator as well as providing guidance and support to staff to implement these projects.
Directs and participates in business systems analysis activities including developing and testing system changes.
• Writes agency business analysis standards and process documents.
• Analyzes and revises flow charts, process models and technical specifications describing as is or to be IT systems or business processes.
• Prioritizes IT system requirements to gain stakeholder agreement for IT projects or business process change documents detailing projects.
• Develops and prepares justifications and explains IT system or business process requirements.
• Evaluates the outcomes of systems testing, and confirms that the results are consistent with the system or business process specifications.
• Reviews proposals from staff and recommends to management the criticality of revising system or business process requirements during and after IT system implementation.
Supervises business analysts and other functional staff involved Payroll Improvement Project.
• Provide expert technical advice related to production schedules and payroll processing deadlines.
• Attend meetings, and analyze proposed PayServ system changes.
• Develop methods to implement in PayServ.
• Supervise staff assigned to re-engineering projects.
• Manage work activities of staff and provide guidance to staff.
• Review work products and provide timely feedback.
• Ensuring the timely and accurate completion of all work activities performed by subordinate staff.
Additional Comments PREFERRED COMPETENCIES:
• Demonstrated experience and skills in both verbal and written communications with the ability to communicate to all levels of the organization.
• Working experience and knowledge of Peoplesoft HCM/Payroll Modules.
• Experience in reading and creating SQLs.
• Demonstrated experience working in a team environment.
• Knowledge of payroll processing including salary, deductions and payroll taxes.
• Demonstrated experience working on online service projects.
• Demonstrated experience troubleshooting system problems and errors.
