Minimum Qualifications Five or more years of experience in Business Analysis / Quality Assurance, including experience with the following technologies:
• HP Application Lifecycle Management (ALM) / Quality Center (QC)
• Oracle Database, SQL, PL/SQL
• WebSphere Application and Portal Server

The following degrees, preferably in Computer Science, Business Administration or Criminal Justice, may substitute for the general experience as indicated:
• Associate’s degree and four years of experience
• Associate’s degree including 15 semester credit hours in computer science or related field and three years of experience
• Bachelor’s degree and three years of experience
• Bachelor’s degree including 15 semester credit hours in computer science or related field and two years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional two years of experience

Preferred Qualifications
• Familiarity with Public Safety / Criminal Justice business applications
• Experience implementing Business Analysis and Quality Assurance best practices and principles

Duties Description Under the direction on an Information Technology Specialist 4, SG-25, within the Public Safety Portfolio, Portfolio Services, Business Analysis unit, these positions will support critical projects and initiatives within the Public Safety Portfolio and their customer agencies, including the Use of Force application implementation, the National Incident Based Reporting application, the Amber Alert Automation project, Missing Person Alert enhancement project, and the Sex Offender Registry Electronic Registration project and Dashboard enhancements. They will provide technical business/system analysis and quality assurance functions. The incumbent will participate in all phases of the system development lifecycle in the areas of system analysis and design, system testing and quality assurance, business and technical documentation, and business and technical support.
Duties include, but are not limited to:
• Develop test plans and execute test cases to validate business requirements using HP ALM, a set of software tools for application development and testing.
• Coordinate and perform system and regression testing using HP ALM.
• Create and run automated test scripts using HP Unified Functional Testing.
• Identify and manage defects using HP ALM.
• Coordinate user acceptance testing efforts.
• Develop test scripts for system performance testing.
• Identify and create test data using SQL queries.
• Troubleshoot system failures and respond to user reported issues.
• Perform analysis and feasibility studies for enhancement requests.
• Create ad hoc report and data extracts using SQL / PL SQL.
• Elicit system requirements, document requirements and business rules in system use cases.
• Develop automated solutions.
• Assist with design of system process flows, data flows, and user interfaces using MS Visio and Balsamiq.
• Oversee and assist with development of business and system use cases.
• Process flow diagrams, data flow diagrams, logical database design, and application and user interface prototypes using MS Visio and Balsamiq.
• Act as liaison between the end use and development staff.
• Advance business expertise to further understand the business needs of the user.?????
