Duties Description Primary Purpose
The Senior Systems Analyst and Developer analyzes business and system requirements, designs and develops custom software solutions, develops interfaces between systems, and administers financial and grants administration systems.

Essential Functions
• Administer, manage, and support the financial management and grants administration systems.
• Install, maintain, and support software upgrades and patches. Support applications hosted onsite and in the cloud.
• Contribute to the team as a subject-matter-expert and collaborate with coworkers to troubleshoot and resolve application and dashboard issues.
• Provide organized end-user training when necessary as well as day-to-day support.
• Collaborate with users to analyze business requirements. Document complex business and system requirements.
• Coordinate with users to prioritize change requests and plan for implementing application enhancements. Survey user satisfaction to identify areas for improvement.
• Administer routine application maintenance tasks to support the finance and grants systems.
• Participate in the development, review, testing and implementation of daily processing, procedures and recovery/integrity plans.
• Develop and document system design and application configuration plans.
• Design, build, and test custom applications in RPG programming language.
• Provide and coordinate data reorganizations, conversions, troubleshooting and resolution of data problems with the systems.
• Integrate the Financial Management and the Grants systems with other applications, database management packages and report generation software in support of improved DASNY-wide information sharing.
• Facilitate the migration of legacy applications and data to new software packages.
• Work directly with external IT vendors to troubleshoot defects and configure applications. Serve as liaison between business users and IT vendors.
• Participate in the evaluation and procurement of software products and consulting services. Contribute to cost/benefit analysis of technology solution options and identification of the best solution.
• Ensure use of standard design methodology, programming, testing, debugging and documentation for implementation of custom applications and system modifications that are selected for in-house or consultant development.
• Lead and participate in project planning, execution, and implementation.
• Participate in post-implementation review of projects for effectiveness, accomplishment of stated goals, priorities and compliance with existing requirements for controls and standards.
• Contribute to annual financial system audits.
• Participate in disaster recovery planning and execution.

Other Duties and Responsibilities
• May train and evaluate employees.
• Perform security administration functions regarding user accounts and passwords for applications and reports.
• Assist the Chief Information Security Officer in identifying and applying appropriate security controls for user access to business information and submit updates to the Disaster Recovery Plan when system changes occur.
• Ensure compliance with DASNY and NYS policies.
• Assist with the development, documentation and implementation of procedures.
• Assist with the assessment/development and implementation of internal controls and participate in the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. (Standards can be found on the Intranet).

Physical/Mental/Visual Demands
Occasional travel is required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Overtime or extended work hours may be required.
