Minimum Qualifications
Current State Employee Minimum Qualifications: Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 13 or above and eligible for transfer under Sections 52.6, 70.1, or 70.4 of the Civil Service Law.*
*Successful completion of a two-year traineeship leads to appointment as a Contract Management Specialist 1, SG-18

Duties Description • Assist with the development of contracts, RFP,s, IFB's and Sole/Single Source Fleet-specific procurements including but not limited to fueling, automobile claims administration, credit cards and fuel facility management.
• Review procurement records to ensure that all applicable laws, rules and regulations are adhered to.
• Respond to routine vendor and agency coordinator questions.
• Supervise subordinate staff, interns and contract workers as they relate to the fleet specific contracts, in daily operations.
• Analyze data gathered from files, systems and other documents.
• Review contracts for fiscal and programmatic correctness, adherence to State regulations and policies, compatibility with agency programs and goals, availability of funds and appropriateness of rates.
• Handle high level special assignments from the Director and Fleet Manager.
• Supervise use and maintenance of agency fleet, including managing the “onroading” of vehicles (i.e., ordering EZ passes and WEX fuel cards, data entry in various vehicle inventory and maintenance systems etc.).
• Research and analyze alternative fuel vehicle related tasks.
• Provide guidance, technical assistance, and training to Fleet staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are met.
• Assist in managing the Unit’s administrative matters, including demonstrating internal controls.
• Develop and maintain an effective working relationship with program, administrative organizations and contract vendors.
