Minimum Qualifications Current NYS Justice Center employee with permanent, contingent-permanent or 55b/c service as a Senior Administrative Analyst and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Senior Administrative Analyst; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or above AND eligible for transfer under Section 52.6 or 70.1 or 70.4 of the Civil Service Law. *
Individuals with current standing on the Professional Careers Opportunity (PCO) eligible list with the score of 100 or above are encouraged to apply. *

*Successful completion of the two-year traineeship leads to appointment as a Senior Administrative Analyst, SG-18.
Duties Description Under the general direction of the Associate Administrative Analyst in the Project and Performance Management, the duties of the position include but are not limited to the following:
•Plan and organize projects and perform analysis and evaluation of planned and ongoing projects and initiatives; conduct fact-finding interviews; observe operations and consult with program managers.
•Review current operating procedures and methods, such as organizational structure, policy, programs, and management systems for adequacy and effectiveness.
•Perform the tasks of major assignments related to the analysis and interpretation of data used in the development of recommendations for improved efficiency and effectiveness regarding the resolution of various programmatic issues.
•Gather and collect pertinent qualitative and quantitative data via interviews, reports, and observations, identifying potentially problematic issues, trends, liabilities, and opportunities for organizational improvement.
•Analyze and interpret data for inclusion into written reports, measuring data findings against the criteria, critical benchmarks, and objectives identified and defined by the Executive Leadership.
•Provide technical assistance to program areas in implementing improvements, preparing written procedures and update administrative and procedural manuals.
•Assist with preparing periodic reports to unit leadership tracking the implementation of improvement recommendations and their effects on unit operations.
•Periodically meet with program managers concerning further opportunities for organizational improvement.
•Create process and value stream models to support the understanding of the “as-is” state and development of a “to-be” process;
•Assist with identifying key performance indicators (KPI) as well as other metrics, which will provide a fuller understanding of organizational effectiveness
•Participate in Lean process improvement projects
Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
•Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
•Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
•Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
•Centralize and perform functions relating to criminal history background checks.
•Investigate serious allegations of abuse and neglect.
•Prosecute criminal acts of abuse and neglect.
•Analyze abuse patterns and trends in order to prevent future occurrences.
