Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2 (Programming).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Information Technology Specialist 2 (Programming). If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above eligible for transfer under Section 52.6 of the Civil Service Law. PREFERRED QUALIFICATIONS:

Preference may be given to candidates who have:

• Knowledge and practical experience programming in Java, developing JSP/Servlets, and use of open source frameworks;
• Knowledge and experience with web services in a J2EE environment; and
• Knowledge and experience with Oracle databases, SQL, and scripting languages.

Duties Description The New York State Education Department (NYSED) is seeking candidates for an Information Technology Specialist 2 (Programming) position in the Office of Information Technology Services. The incumbent of this position will support the State Aid Management System (SAMS) which is comprised of many web-based modules that make use of Oracle database structures and allow for online data collection from School Districts and BOCES, and the calculation of State Aid. Duties of this position include, but are not limited to, the following:

• Develop and maintain SAMS, which is written in Java, SQL and STRUTS 1;
• Analyze, troubleshoot, test, maintain and deploy SAMS;
• Collaborate with program office and ITS staff to understand the business requirements of the State Aid environment;
• Analyze the impact of proposed modifications on existing components of SAMS, and implement the needed modifications;
• Coordinate interactions between SAMS and other NYSED information systems;
• Identify and troubleshoot problems, and implement the necessary solutions;
• Provide input to Java architecture discussions and share Java knowledge and experience with ITS staff; and
• Assure systems and procedures are properly documents, meet NYSED standards, and follow generally accepted IT practices, so as to foster the integrity of automated systems and the date therein.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. *Leads to a maximum salary of $71,980 based on annual performance advances.
