Section 70.4 Transfer to Administrative Specialist Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Administrative Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or above AND have standing on the Public Administration Trainee Transition (PATT) or the Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

Duties Description The New York State Education Department’s (NYSED’s) Office of Education Policy is seeking candidates for an Administrative Specialist 1 position. This position is located in the Career and Technical Education (CTE) program office. The CTE Office provides students with technical and academic knowledge, as well as the skills necessary to succeed in high school and beyond. The secondary CTE program office oversees the delivery of CTE State-wide, and provides technical assistance in a number of areas including NYSED program approval, work-based learning, technical skills assessments, operational requirements, civil rights compliance, and grant administration. Duties of this position include, but are not limited to, the following:

• Manage office operations, including information and workflow management, procurement, internal controls, and other support operations;
• Prepare documentation of procedures that control work activities, and develop documentation ad-hoc using office database and Program Tracking System/Categorical Federal reporting, to monitor program and fiscal matters;
• Prepare work products, including charts and tables, for internal reports and publicly facing materials and research questions from NYSED staff, the public, and officials from other agencies;
• Communicate with stakeholder groups, Local Education Agencies, Boards of Cooperative Educational Services, or individuals to gather or verify information, track correspondence and follow-up;
• Review project proposals, reports, and applications submitted by local agencies for completeness and compliance with federal and State requirements;
• Train office staff in procedures and resolution of work process problems;
• Review completed work for accuracy and compliance with office standards;
• Respond to Freedom of Information Act requests; and
• Assist in maintaining office Access database and Excel form files needed for program administration.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating unit may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Administrative Specialist 1, SG-18. The salary for candidates appointed to Administrative Specialist Trainee 1 starts at $42,986 and for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $71,980 based on annual performance advances.
