Minimum Qualifications A Bachelor’s Degree in Business Administration, or related field and ten (10) years of progressive experience in financial management, 5 years of which must have been at a management level. An MBA can substitute up to 3 years of the required general experience.
Preferred Qualifications:
• Previous experience as a Chief Financial Officer with demonstrated leadership skills.
• A solid understanding of business functions and related laws and regulations (Finance/Budget, Human Resources, etc.)
• Proficient in MS Office and databases
• Outstanding communication and interpersonal skills
• Ability in decision-making, forecasting and problem-solving
• Demonstrated experience as a forward-thinker and strategic partner of a large organization
Duties Description Under the general direction of the Executive Deputy Chief Information Officer, the Chief Financial Officer will plan, direct, and oversee the agency’s overall fiscal functions, assuring compliant financial policy and effective fiscal control. Responsibilities include, but are not limited to:
• Direct operations of ITS Finance, Procurement, and Administration.
• Manage funding allocations for ITS Portfolios and Enterprises ensuring fiscal control in collaboration with ITS Executives.
• Develop testimony for budget hearings and other legislative hearings as needed.
• Develop strategies and approaches that maximize fiscal resources and develops new approaches to resolve fiscal problems.
• Recommend and implement policy and best practices to ensure appropriate standardized financial policies and fiscal controls for effective operations.
• Collaborate with ITS Executive staff, the Division of the Budget, and the Office of the State Comptroller ensuring that all budget documents meet fiscal requirements.
• Collaborate with Agency Executives under ITS purview on IT related needs, equipment and funding.
• Establish funding/staffing levels for all agency programs based on fiscal resources and executive priorities; meets regularly with agency management to determine priorities and directs the development of spending plans to meet these needs.
• Direct the development of contracts for consultant services and HBIT contracts for ITS, maximizing the resources of the agency by consolidating contracts as appropriate.
• Collaborate with the OGS Human Resources on strategic workforce activities.
