Minimum Qualifications G-14 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, biostatistics, engineering or a related degree and one year of post-degree professional research experience in the appropriate field. Thirty graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.
G-18 – Bachelor’s degree in public health, epidemiology, mathematics, statistics, biostatistics, engineering or a related degree and two years of post-degree professional research experience in the appropriate field OR a Master’s degree in one of the above fields and one year of post-degree professional research experience in the appropriate field.
G-22 - Bachelor’s degree in public health, epidemiology, mathematics, statistics, biostatistics, engineering or a related degree and three years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and two years of post-degree professional research experience in the appropriate field; or a doctorate in the appropriate field.

Preferred Qualifications:
Knowledge of Pharmacy claims data and/or NY Medicaid program and data. Ability to create canned and ad hoc analysis of pharmacy trends within the Medicaid population. Proficiency in the use of SQL, Salient, SAS, and Excel, Word, and PowerPoint. Excellent communication and organizational skills. Work experience or coursework in statistics, health/public policy, health administration, or health service research.

Duties Description The incumbent will be assigned to the Bureau of Performance Management and Quality Improvement, the Division of Program Development and Management at the Office of Health Insurance Programs (OHIP). The incumbent will work across Bureaus and directly with Pharmacy program staff to monitor and evaluate drug utilization changes to the Medicaid Pharmacy program. The incumbent will act as the subject matter expert in changes in drug trends due to the conversion of the Medicaid pharmacy benefit from Managed Care to Fee For Service. Specific duties include; developing and executing analytical and management reports and/or research activities to monitor Medicaid pharmacy utilization, identifying changes in drug trends, alerting senior leadership and division program staff of changes, and providing information and tools for strategic decision making and planning for negotiating drug rebates. Reports and research activities will be developed based on data trends but may include review of other state Medicaid programs, perceived patient and provider satisfaction surveys, and accessibility of preferred drugs and pharmacies. The incumbent will also monitor changes to the formulary and forecast future utilization, conducting research on innovative methods and approaches to Medicaid pharmacy program management and effective provision of quality care, and other duties and tasks as assigned.

If appointed at the Assistant Research Scientist level, the incumbent will perform these duties under the technical supervision of a higher-level Research Scientist; if appointed as a Research Scientist 1, the incumbent will perform these duties under general supervision; if appointed at a Research Scientist 2 level, the incumbent will be expected to perform these duties with a considerable degree of independence.
