Minimum Qualifications
The New York State Division of Veterans’ Services in the near future will assign a Veterans Benefits Advisor 1 to staff the counseling office at the Veterans Medical Center located at 3495 Bailey Ave Buffalo, NY 14215.

Individuals with current 55b/c status who meet with qualifications below are encouraged to apply. You will need to supply a copy of your eligibility letter when responding to this announcement. Candidates must have current 55b/c eligibility AND meet the following minimum qualifications:
1. Two years of honorable active military duty in the Armed Forces of the United States AND
2. Three years of experience in employment counseling, military career counseling, military recruiting, guidance counseling, employment interviewing, personnel administration, teaching, labor relations; or as a Veterans’ Organization Service Officer; or in a governmental position responsible for: the explanation of benefit program and entitlement criteria to veterans and/or their families; the analysis of claims for veteran benefits; the preparation of rating decisions; and/or the direction and conduct of post decisional hearings and processing of appeals for veterans and/or their families

Substitution: College credits may be substituted for up to two years for the required experience at the rate of 30 semester credit hours equaling one year of experience.Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices.
*Travel is required. Appointees to these positions are required to have a driver’s license valid in New York State to operate a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the job.
Duties Description Responsible to review all claims submitted by Veterans Benefits Advisor 1s (VBA1s) that are on probation and provide feedback and training on deficiencies and notify VBA1’s supervisor. Respond to field staff inquiries within 3 business days. Quality review all Veterans Administration (VA) Rating Decisions completed by VA. Report any discrepancies to appropriate VA staff member. Help develop measures of agency effectiveness in the Intake Center. Assist in preparing and processing claims for submission to the U.S. Department of Veterans Affairs. Maintain liaison with public and private agencies which provide benefits for Veterans and represent NYS Division of Veterans’ Services at outreach activities and notify Outreach Coordinator. Complete all required reports and training within prescribed time period. Accreditation by the Department of Veterans’ Affairs, through the NYS Division of Veterans’ Services, as an “Agent” pursuant to Section 38 CFR 14.629 is necessary for continued employment.
