Minimum Qualifications Candidates must have permanent status as a Senior Budgeting Analyst, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Senior Budgeting Analyst title; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the trainee level (Budgeting Analyst Trainee 1 or 2).
Individuals certified eligible for the 55 b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 b/c of the Civil Service Law who also possess a Bachelor’s degree will also be considered. Candidates with the score of 100 or higher on the current 2019 PCO eligible list who are eligible for appointment and possess the preferred experience are encouraged to apply.
Preferred candidates will possess strong skills in the Statewide Financial System (SFS) and Excel, as well as a desire to work with numbers, an accounting background, and/or experience related to managing funds.
Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Senior Budgeting Analyst, Grade 18/Budgeting Analyst Trainee, NS, position assigned to the Administrative Support Services Group (ASSG). ASSG supervises and manages OMH’s capital planning and construction program and provides direct technical assistance for physical plant operations and maintenance. The incumbent of this position will be responsible for ensuring the maintenance of the Capital Assess Management System (CAMS), preparation of the annual Capital Budget Request and Commitment Plan, and the monthly Capital Review Committee Reports. Specific duties to be performed may include, but are not limited to, the following:
Review all project expenditures for bondability and provide critical reports to the Dormitory Authority of the State of New York (DASNY) and the OMH Bureau of Costing Services.
Maintain the data integrity of the Project Management System for all capital projects, which includes hundreds of projects valued at over $1 Billion.
Coordinate data with the Capital Asset Management System. This includes financial data, project status updates, and on-going and annual project requests.
Compile and generate necessary reports for the Bond Sale Process administered by DASNY and the reports required to determine the non-bondable amounts to Fall-out to Hard Dollar funding sources.
Compile and generate custom reports for specific project data requests in support of the OMH Capital Program.
Support financial commitments and Business Case proposals within the agency’s Fleet Services program.
