Minimum Qualifications MINIMUM QUALIFICATIONS:

Bachelor’s degree and eight years of experience developing and maintaining effective working relationships with employers, employer associations, labor organizations, government agencies or other groups concerned with public work programs. This experience must include one or more of the following areas: auditing, payroll administration, or administration of collective bargaining agreements. Three years of this experience must have been at a managerial level.


A master's degree in industrial and labor relations, public administration, accounting, or business administration may substitute for one year of the specialized experience. A J.D. may substitute for one year of the specialized experience. A PhD. in industrial and labor relations, public administration, accounting, or business administration may substitute for two years of the specialized experience.

Duties Description STANDARD DUTIES:

Under the general direction of the Deputy Commissioner for Worker Protection, plans, directs and administers the programs and activities of the Bureau of Public Work and performs functions including, but not limited to:

• Plans, directs, and coordinates the enforcement of Articles 8, 8A, and 9 of the Labor Law, which require employers to pay the prevailing wage rate to workers on public construction projects and to building service employees working in public buildings.
• Develops and implements procedures, standards, and controls for effective operation of the Division of Public Work.
• Supervises and monitors special programs and studies.
• Maintains effective labor liaison with employers, employee groups, contractors, representatives of labor organizations and employer associations to facilitate understanding of and compliance with mandates of Articles 8, 8A and 9 of the Labor Law.
• Maintains cooperative relationship with local, state and federal officials; including but not limited to the IRS, NYS Tax Department and State Insurance Fund on matters affecting Bureau programs.
• Participates in joint investigations with the Divisions of Labor Standards, Safety and Health, and federal agencies such as Immigration and Naturalization services. Works with local District Attorneys on criminal prosecutions.
• Analyzes Bureau programs to determine budgetary needs and prepares budget requests.
• Prepares special reports on numbers of investigations, money collected, number of violations, etc. and the annual report for submission to the Deputy Commissioner of Labor for Worker Protection.
• Acts as a mediator negotiating settlements in controverted cases and disputes between contractors and Public Work Wage Investigator staff.
• Initiates legislative proposals and assists Counsel’s Office in drafting legislative proposals.
• Serves as an impartial authority to settle or to avoid labor disputes on public work construction projects.
• Serves as secretary to the Public Work Advisory Board which reviews and makes recommendations to the Commissioner of Labor on public work policy matters including the prevailing rate of wages and wage supplements.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evening and or out-stationed assignments.

Position will be based in either Albany or New York City.
