Minimum Qualifications Candidates must have permanent status as a Human Resources Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Human Resources Specialist 1 title; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the trainee level (Human Resources Specialist Trainee 1 or 2).

Individuals certified eligible for the 55 b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 b/c of the Civil Service Law who also possess a Bachelor’s degree will also be considered. Please provide a copy of your letter of eligibility with your response.

Candidates with the score of 100 or higher on the current 2019 PCO eligible list who are eligible for appointment and possess the preferred experience are encouraged to apply.

Duties Description • Advise staff in the application of contract provisions, policies, guidelines and applicable laws concerning discipline, grievance procedures and attendance and leave matters.
• Conduct investigations, write investigative summaries, and prepare Notices of Discipline.
• Represent the agency at grievance, time and attendance and disciplinary hearings, and prepare written responses on behalf of the agency as appropriate.
• Interview employees and supervisors to resolve grievances.
• Make recommendations to managers regarding counseling and progressive discipline.
• Participate in statewide Labor/Management Committee meetings.
• Confer with the Governor's Office of Employee Relations and other control agencies as needed.
• Occasional travel is required.
• Other duties and special projects as assigned.

Additional Comments For trainees: 2-year traineeship. Starting salary ~ grade 13, $46,117. After one year advance to HR Spec Tr 2 ~ grade 14 (currently $48,857). After successful completion of traineeship advance to grade 18 (currently $57,880). Candidates in NYC receive an additional $3,026 location pay.
