Minimum Qualifications Transfer:
Candidates must have one year of permanent status as a Business Systems Analyst 1, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the Business Systems Analyst 1 or Business Systems Analyst Trainee level.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Business Systems Analyst 1/Business Systems Analyst Trainee, Grade 18, position in the Office of Financial Management, State Operations Finance Group, Billing Modernization Unit. Under the direction of the Business Systems Analyst 2, the Business Systems Analyst 1/Business Systems Analyst Trainee will
will assist with the implementation and on-going operations of the new billing system (known as the Billing Systems Modernization (BSM) initiative), and serve as a liaison between the internal OMH Administrative Support Staff, external and internal stakeholders, and the selected Billing Vendor in order to elicit, analyze, communicate, and validate the requirements for the new system, as well as any potential changes to the business processes and policies.
Specific duties include, but are not limited to, the following:
• Assist with communications and activities related to the planning and implementation of new Billing Systems Modernization (BSM) initiative for the State Operations Finance Group.
• Participate in Defect and Incident Management meetings with the Stakeholders and the Billing Vendor.
• Work with information technology staff on operational issues, as needed.
• Conduct general research and information gathering related to business requirements for improvement or automation of simple business processes or functions. Participate in Requirements Analysis Design (RAD) sessions between the selected Billing vendor and the stakeholders. Further, analyze potential user impact based upon business process changes and/or design modifications to the billing system.
• Coordinate and participate in meetings with Stakeholders including IT staff and the Chief Medical Informatics Bureau, to track progress on the initiative and monitor work process.
• Assess training and development needs to effect changes and process improvements to the BSM System.
• Create and update training and procedure manuals for the end users. Further, train end user staff on new procedures and software, as needed.
• Serve as point of contact within the Agency workforce for end-user inquiries related to the new system access.
• Coordinate with OMH IT Help Desk in providing system setup and troubleshooting support.
• Participate in meetings, assist in setting agendas, scribing and disseminating meeting material, and following-up on any action items.
• Assist in performing post-implementation review and assessment of the system as well as Vendor operations. Generate required reports to ensure agreed upon Service Level Agreements (SLAs) with the selected Billing Vendor are being maintained.
• Work with the BSA-2 and the OMH Business Office in managing the Billing Vendor’s contract and related activities, on an ongoing basis.
