Minimum Qualifications Transfer: Current DOH employee with permanent status as a Principal Sanitarian, G-23.
Provisional Promotion Candidates: Current NYS DOH employee with one year or more of permanent or contingent-permanent competitive service as a Senior Sanitarian, G-18.
Provisional Open-Competitive Candidates: Either A. a bachelor’s degree in the natural sciences AND 2 years experience in environmental health protection (*defined below); Or B. a bachelor’s degree, with 30 credits in the natural and applied sciences, of which at least 18 credits are in the natural sciences, AND 3 years experience in environmental health protection (defined below). Substitution: A master’s degree in the natural or applied sciences may be substituted for up to 1 year of required experience. *Experience in Environmental Health Protection is defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the health of individuals and/or the public, such as in hospitals and long term care facilities.
Experience in surveillance of Hospitals, Diagnostic & Treatment Centers, ESRDs, Ambulatory Surgery centers, etc. for compliance with Federal Conditions of Participation (including Life Safety Code), NYS Rules and Regulations and other pertinent regulations. Experience in the Certificate of Need process, including pre-opening inspections. Experience using ASPEN, NYSE-CON, HFIS, SFS, LATS and all Microsoft Office products. Driver’s license and ability to drive throughout the MARO region.

Duties Description Participates in the regulatory/surveillance program for Hospitals, Clinics, Dialysis Centers, Ambulatory Surgery Centers and other healthcare facilities. Responsible for ensuring an environment in which patient care can be delivered safely and appropriately. Ensure facility compliance with the federal conditions of participation for the Title XVIII (Medicare) as well as with NYS Codes, Rules and Regulations.

Supervise professional staff in the conduct of surveys/inspections of healthcare facilities;
• Provide guidance, technical supervision, and consultation to staff in the performance of their duties.
• Evaluate work performance and train staff to upgrade performance.
• Participate in surveys of facilities including those requiring special attention due to special or unusual problems/circumstances; resolve controversial and critical issues in accordance with departmental policy.
• Prepare and review material pertinent to legal and regulatory activities.
• Review and evaluate staff survey reports/documentation for submission to surveillance team leaders for incorporation into survey results.
• Review facility plans of correction for deficiencies cited during surveys; make recommendations to facilities as necessary.
• Participate in administrative hearings, as needed.
Respond to complaint and incident reports;
• Conduct on-site inspections and monitoring as necessary.
• Review and/or prepare reports of investigations; advise facilities of findings and obtain necessary corrections.
Review or supervise review of Certificate of Need applications and associated documents submitted for the Environmental Document Checklist;
• Accompany or assign staff to accompany architects and engineers on inspection of construction projects to assure patient care and safety will not be adversely affected upon project completion.
• Use NYSE-CON to document findings, review corrective action plans and participate in CON weekly huddles.
• Review and make recommendations on requests for waivers of requirements for construction or physical environment.
• Conduct follow-up surveys and close out waivers.
• Provide assistance to other staff in the interpretation of policies, rules, and regulations;
Respond to fire and disaster emergencies, scofflaw operations, and labor strikes;
• Assign staff to investigate/monitor physical and environmental effects of the above emergencies.
• As necessary, conduct investigations/monitoring.
• Prepare review findings; make recommendations regarding enforcement remedial action.
• Advise facility of findings and obtain corrective action as neces¬sary.
• Keep supervisors informed of status of emergencies.

Additional Comments Permanent or Provisional, Full Time. Candidates appointed provisionally will be required to pass a qualifying Civil Service exam and be reachable for appointment on the resulting eligible list. Candidates must pass Fire Inspector 1 and other exams as required by the Centers for Medicare and Medicaid Services to conduct surveys. Field work is required; candidates must be capable of meeting travel requirements. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as a Senior Sanitarian, G-18. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
