Minimum Qualifications Qualified candidates must possess:

• A Bachelor’s degree AND two years experience as a professional advocate or service provider in the field of rehabilitation, developmental disabilities, or mental health.

OR

• A Master’s degree in a human services field AND one year of experience as a professional advocate or service provider in the field of rehabilitation, developmental disabilities, or mental health.

OR

• Five years of experience as a professional advocate or service provider in the field of rehabilitation, developmental disabilities, or mental health.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Advocacy Specialist 2, Grade 18, position in the Office of Quality Management, Bureau of Cultural Competence. The Bureau of Cultural Competence works to ensure that mental health services provided to consumers and families are culturally and linguistically relevant and all service delivery systems effectively address treatment and service needs in a manner consistent with cultural, ethnic, linguistic, and spiritual norms, beliefs, and values. The incumbent, under the supervision of the Equal Opportunity Specialist 4, will assist in providing cultural and linguistic competence program and technical assistance, regulatory oversight, and training to State and local mental health programs Statewide.

Specific duties include, but are not limited to, the following:

• Develop and facilitate cultural and linguistic competence training curriculum to staff and stakeholders at State facilities and community-based programs. Evaluate training effectiveness and make suggestions for improvements.

• Work with other Office of Mental Health Offices/Centers/Divisions to ensure compliance with laws and policies related to provision of language assistance services to consumers throughout the State. Make suggestions to supervisor concerning possible modification of policies and procedures in place throughout the State, to ensure the provision of culturally and linguistically competent services to consumers of mental health services.

• Provide technical assistance to community service program teams for service delivery, licensure, and reimbursement.
• Advocate for consumers and provide expert advice, assistance, and training to ensure case management services include the provision of culturally relevant and inclusive outreach, intake, and mental health services.
• Perform liaison and advocacy activities for the Multicultural Advisory Committee (MAC) which advises the OMH Commissioner on the concerns and service needs for underserved populations within New York State. Attend quarterly MAC meetings and maintain regular contact with members to provide expert technical assistance.
• Attend local community-based MAC meetings throughout the state as well as departmental meetings and convey information received and best practices to supervisor and MAC members.
• Work with psychiatric center and field office staff to continue to incorporate cultural competence into Agency services.
