Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Public Health Program Nurse, G-24* OR NYS employee with one year of permanent or contingent-permanent service in a G-22 or higher title and deemed eligible for transfer to Public Health Program Nurse under Section 70.4 of the Civil Service Law by possessing the following open-competitive minimum qualifications*
Public candidates: Minimum Qualifications: A bachelor’s of science or higher degree in nursing; AND a current New York State license and registration as a professional registered nurse; AND six years of post-licensure nursing experience including at least two years of experience in a public health program designing or overseeing the implementation of a public health outreach and health promotion program or conducting disease surveillance and/or control programs. Substitution: A master’s of science in nursing may be substituted for one year of the general experience if not used to meet the educational minimum qualifications. **
Master’s of Science in Nursing preferred but not required; experience related to Maternal and Child/Adolescent Health in a NYS DOH, local health department or community agency; experience or training in program evaluation is a plus.
Duties Description The Public Health Program Nurse will oversee Center for Community Health - Division of Family Health initiatives in the Western Region of NYS. Responsibilities will include oversight and administration for the Division's Article 6 focus with the 17 local health departments in the Western Region. Article 6 funds support Local Health Department efforts in developing essential health and public health programs for women, infants, children with special health care needs and individuals of reproductive age. This position will conduct on-site visits, review applications and reports on the use of these funds and provide technical assistance to improve services to this most vulnerable population. The PHPN will demonstrate initiative and the ability to work both independently and in a team structure in carrying out responsibilities and will be involved in supervision of Public Health staff. Additional duties include: Participation in public health emergency response, including provision of clinical care (testing, administration of vaccine, etc.) if needed. Provide in-service training, guidance, consultation, and professional and clinical direction for local health department personnel and various community health interest groups participating in programs administered by DOH. Frequent travel within the region will be required.
Additional Comments *Permanent, full-time appointment; ** provisional pending examination. This position involves significant travel which may include locations not served by public transportation. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in title.
