Minimum Qualifications Minimum Qualifications:
-A minimum of a Bachelor's degree (foreign equivalent or higher) from an accredited institution in Management of Information Systems (MIS), Computer Science (CS) or related field or in lieu of a Bachelor's degree an equivalent combination of education and directly related full-time experience in a comparable environment.
-Five (5) or more years of full-time related experience in Networks/Systems and Data Center Operations, to include two (2) or more years of full-time related experience in a supervisory role.
-Technical knowledge of Experience supporting Enterprise Infrastructure hardware and applications in an enterprise environment.
-Mid-level practitioner capabilities in disciplines comprising infrastructure: Virtualization technologies (VmWare), servers, storage, infrastructure automation, network, data center, and telecommunications.
-Excellent verbal, written, interpersonal, and customer service skills and ability to establish good working relationships with a wide range of people within an academic community.

Preferred Qualifications:
-Master's degree from an accredited institution in MIS, CS or related field.
-Three (3) or more years of full-time related experience in Network/Systems and Data Center Operations, including one (1) year of full-time related experience in a supervisory role.
-Certifications in Cisco/Microsoft/VmWare/Networking/Data Center/Security technologies.

Duties Description As a key member of the Information Technology Services (ITS) team, the Network Operations Center (NOC) manager is responsible for the overall planning, organizing, and execution of Network and Systems operations. This position establishes support capacity for college needs through planning, allocation of NOC staff, procurement and deployment of appropriate technology solutions. The NOC Manager is responsible for the creation and implementation of policies, goals, deadlines and projects. The NOC Manager must have the ability to understand the process involved to adapt, integrate, modify existing systems, hardware/software and configurations or vendor-supplied products for use within an Enterprise Level and complex technical environment. The ideal candidate is an extreme team player with proven leadership and development ability. This role must work closely with all Information Technology Services (ITS) teams, individuals and vendors to ensure seamless delivery of NOC projects.

The Information Technology (IT) infrastructure includes all network switches (wired and wireless), core routers, optical network and digital head ends, service provider uplinks and circuits, load balancers, firewalls, UPSs, VoIP services, AVoIP, datacenter equipment, cloud and virtualization technologies, VPN and Information Security solutions.

The NOC Manager is required to perform occasional off-hours work during nights and weekends both for urgent issues as well as for maintenance that is required outside of business hours.

Personnel Management:
-Interview, hire, supervise and mentor Network Operations Center staff, interns and student workers. Oversee successful delivery of tasks, assignments and NOC projects.

Project Management/Coordination:
-Identify and facilitate the development of project objectives, milestones, schedule and overall plan. Ensure projects are accomplished in accordance with established specifications and funding requirements.
-Create and maintain project documentation and provide project status updates. Address project issues and risk scenarios; provide recommended solutions. Develop and deliver communications, training materials and/or presentations.

Network Architecture and Engineering:
-Design, configure, monitor, maintain, manage and optimize local and wide area networks and networking equipment for optimal performance, maximum availability, minimal maintenance, and reasonable costs. This includes routers, switches, remote access devices, load balancers, DNS/DHCP servers, security, firewalls, applications, Internet Service Provider devices and Intranet devices.
-Design, configure, maintain and manage network security features for local and wide area networks. Configure, monitor and maintain firewalls, intrusion detection/prevention and related systems to insure network and systems integrity. Add and delete users as required on network servers and applications.
-Work with NOC staff to integrate voice, data, and video applications on the local and wide area networks. Perform basic telephone maintenance as required. Coordinate third-party maintenance for network hardware, software, and telecommunications services.
-Analyze, recommend, and evaluate new hardware, software, and communications products for network compatibility and applicability. Develop, maintain, and update a library of technical documentation.
-Stay abreast of emerging information technologies and remain highly technically competent. Assess industry direction and analyze new capabilities that may be applied to the college.
-Provide consultation and assistance to NOC staff with systems design, implementations, optimizations, troubleshooting, problem solving, and documentation as required.

Services Delivered:
-Manage NOC service requests across all three constituencies which include student, staff and faculty
-Work in collaboration with the Director to manage the operational status of the College's IT hardware assets and software systems as well as process oversight for all maintenance to the ITS environment.
-Establish procedures, priorities, and standards for NOC operations. Assist NOC team to keep all the IT systems across the campus current on security patches and software versions.

Responsibilities include:
-Maintaining thorough knowledge of technical concepts and basic operating principles of data communications, classroom and event technology, hardware, VOIP, vendor management, IT products and software.
-Assist students and employees with third level service requests related to desktop engineering, data communication, network connectivity, IT systems and telecommunications software/equipment.
-Maintains current knowledge of pressing security issues facing voice, data, systems and converged networks, ability and skills to provide timely solutions, standards, to prevent and solve security challenges.
-Works across the ITS organization on strategic initiatives to improve security, expand adoption of platform and infrastructure (including Desktop) as a service and make continued improvements to disaster recovery capabilities after a successful implementation of disaster recovery plan.
-Performs other duties as required in support of the mission of the Information Technology Services (ITS) Department and SUNY Old Westbury.
