Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c status in a Payroll Assistant position; OR New York State employee with one year or more of permanent, contingent-permanent or 55b/c status in a position allocated to a Grade 9 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
This position is eligible for 55-b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55 b/c eligibility letter.
Minimum Qualifications: There are no minimum education or experience requirements.
This position may be filled as a one-year traineeship.
Duties Description Duties include but are not limited to:
Review personnel transactions for accuracy; process transactions in the appropriate human resource and/or payroll computer system(s) in a timely manner in order to meet payroll submission deadlines and certification criteria.
Independently compute the less complex salary calculations, increment codes, and anniversary dates in accordance with contract provisions and OSC and Civil Service guidelines, policies and procedures.
Assist in researching inquiries from employees, Administration staff, and control agencies.
When required, follow-up on various personnel transactions with appropriate parties including Administration staff, Personnel Bureau staffing representatives, Civil Service and The Office of the State Comptroller (OSC).
May be responsible for other wage and deduction information and processing of related transactions in the appropriate computer system(s) i.e. data entry of special payments, direct deposits, withholding tax forms etc.
Update or change information in the human resource and /or payroll systems as necessary.
Effectively communicate via telephone, in person, e-mail, fax and written correspondence.
Run and review PayServ queries and Control D Reports, taking appropriate action as necessary.
Monitor and respond to inquiries received in both personal and shared email boxes.
Process retirement applications in the NYS Retirement Online System.
Miscellaneous duties as directed by management.
Comply with Agency's time and attendance requirements.
Additional Comments Fingerprinting may be required as part of the background check prior to appointment.
