Minimum Qualifications Candidates must be reachable on the PATT or the PCO Civil Service
eligible list OR have one year of permanent competitive service as a Human Resource Specialist 1, G-18. Also open to NYS employees
who are eligible for transfer under Section 52.6 or 70.1 of the Civil
Service Law. The transfer cannot be a second consecutive transfer
resulting in an advancement of more than two grade levels. In order to qualify for transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6 or in a title approved by Civil Service under section 70.1. Examples of qualifying Section 52.6 titles include Administrative Assistant, G-18; Agency Training & Development Specialist 1, G-18; Contract Management Specialist 1, G-18; and Information Technology Specialist 2, G-18. Examples under section 70.1 include Office Assistant 3 (HR), Agency Program Aid, and Administrative Aid. The successful candidate should be able to work well both independently and as part of a team, have strong interpersonal skills, and the ability to manage competing priorities. Candidates should be comfortable learning information technology systems. Preferred Qualifications: Experience working with the Microsoft Office Suite, including creating/maintaining Access databases and merge documents.

Duties Description The opportunity is to join the Division of the Budget (DOB) Human Resources team, whose ongoing personnel responsibilities include administration of health benefits, payroll, and time and attendance for DOB, as well as for the Executive Chamber, Lieutenant Governor’s Office and the Statewide Financial System (SFS). Additionally, the team is partnered with the Training Office, has a lead role in recruitment and staffing decisions, administers competitive service exams, manages probation and performance evaluation programs, and is frequently engaged in developing and implementing initiatives to meet human resource objectives for DOB. The candidate selected for this position will be primarily responsible for providing support on the payroll and time and attendance portfolios. As part of a small team of dedicated professionals, this position will offer opportunities to learn other facets of our work and to have meaningful roles in our broader efforts. Initial responsibilities for this entry-level human resource position will include, but are not limited to:

• Providing support on Payroll operations, for example:
o Interpreting, advising and applying policies, rules, and regulations issued by OSC, Civil Service and DOB, etc.
o Preparing salary calculations
o Entering and auditing transactions in PAYSERV
o Assisting in payroll processing
o Monitoring and preparing annual updates and reminders
o Creating, maintaining and updating reports

• Providing support on Time and Attendance operations, for example:
o Interpreting, advising and applying policies, rules, and regulations issued by OSC, Civil Service and DOB, etc
o Conducting Time and Attendance orientations for new employees
o Creating, maintaining and updating reports
o Maintaining the Time and Attendance tracking system to align with organizational changes
