Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent competitive service as a Hospital Nursing Services Consultant, G22, or Community Nursing Services Consultant Home Health Services, G22 and eligible for transfer under Section 70.1 of the Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent competitive service in a title G20 or higher and meeting the open competitive minimum qualifications listed below.
Open Competitive Minimum Qualifications: Currently licensed and registered as a professional nurse in NYS; AND a minimum of five years of post-licensure health care, public health, community health, or other nursing experience in an appropriate facility setting. Three years of this experience must have been providing direct patient care in a licensed health care facility, and two years of this experience must have been in nursing supervision or working in the capacity of a nurse administrator. Preferred Qualifications: Professional clinical experience in a Nursing Home setting; excellent interpersonal, communication and writing skills; review and assess/evaluate documentation related to nursing home investigations, statements of deficiencies and plans of correction; experience in the surveillance and enforcement of nursing homes; the ability to make determinations relative to facility compliance; and experienced in a team environment.
Duties Description The incumbent will work under the direction of the Area Office Director, Quality Assurance Coordinator or Complaint Manager. The incumbent will participate in on-site initial, periodic and post-inspection surveys of residential health care facilities and adult day health care programs; serve as team leader during surveys; initiate and conduct entrance and exit conferences with facilities; prepare reports and write deficiencies based on findings; prepare surveillance and complaint investigation reports; interpret and clarify policies, rules and regulations for staff and providers; review medical and other records to evaluate the quality and appropriateness of care and efficiency of operation; review statements of deficiencies and plans of correction; participate in the investigations of complaints; and provide meaningful recommendations to Area Office Director with respect to survey interpretations, to ensure consistency in survey application.
Additional Comments Permanent, full-time. This position involves significant travel which may include locations not served by public transportation. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in this title.
