A Bachelor’s degree or higher in Electrical, Civil, Mechanical, Industrial or Acoustical engineering or a related engineering degree with a concentration in Acoustics; and three years of profession experience in one or more of the following areas (preferably in wind turbine acoustics): Noise control engineering, Noise and vibration problem resolution, Environmental noise analysis, Mechanical noise and vibration control, Forensic acoustics, Industrial/environmental noise level testing, Outdoor plant noise reduction, Industrial hygiene, Occupational Hygiene, Performance of independent field measurements of construction and post-construction operation noise levels to meet regulatory/specified noise requirements, or performance of noise mitigation techniques such as isolation and enclosure.
Preference will be given to candidates that have experience in siting of major infrastructure, transmission, and/or generation projects under the National Environmental Policy Act (NEPA), the State Environmental Quality Review Act, Public Service Law (PSL) Article VII, and/or PSL Article 10.

Duties Description The Assistant Program Manager (Acoustic Engineering) will provide acoustic engineering services (acoustic modelling and baseline environmental and turbine, module, inverter, and battery system measurements) for on and offshore wind power projects, solar power projects, power transformers, and energy storage facilities, ensuring approach and analysis is aligned with the Engineering in the newly formed Office of Renewable Energy Siting (ORES) regulations. The incumbent will be assisting in strategic and program planning as well as other staff involved in the implementation of the new siting process.

Specific duties include:

• Assist in managing the workflow and day-to-day operation, including:
o Coordinate ORES staff review of multiple siting applications;
o Coordinate the development of permits for renewable projects;
o Monitor application review timelines and progress ensuring that statutory deadlines are met;
o Conduct field investigations and work to resolve applications, permits and field issues with developers and other stakeholders;
o Communicate with applicants and senior staff to ensure applications are proceeding efficiently.
• Appear for and on behalf of ORES in administrative and legal proceedings, provide expert testimony, and represent ORES in adjudicatory proceedings;
• Provide expert technical advice and engineering analysis on noise and vibration control issues;
• Conduct field investigations and review related documents to evaluate design and construction methods and assess potential environmental noise impacts for renewable energy facilities;
• Participate on interdisciplinary project teams and/or serve as project team leader as assigned; examine specific impacts on noise, vibration, electro-magnetic (EMF) and other epidemiological matters;
• Conduct noise impact analysis and acoustic measurements for different project phases;
• Research and summarize findings for standards and research papers that relate to related acoustics fields;
• Provide expert information on the benefits or risks of environmental impacts, particularly on acoustic, noise or vibration concerns;
• Review and develop resolutions of noise-related complaints during facilities construction and operation;
• Develop and present permit conditions, administrative proceedings, briefs, comments, draft findings;
• Provide public presentations and provide testimony as required in support of the ORES’ permit process;
• Assist in drafting and management of contracts for work that cannot be implemented by ORES staff;
• Supervise staff, including development of work plans and performance evaluations, oversight of project assignments and workload management, individualized trainings and professional development and coordination with office management to ensure efficient and effective implementation.

Additional Comments ORES will be instrumental in helping New York State meet the Climate Leadership and Community Protection Act (CLCPA) policy goals, the most ambitious climate legislation in the United States. The office will be responsible for implementing and executing a new streamlined permitting process for renewable energy projects in New York State greater than 25 MW, and any projects 20 MW and above that opt into the siting process administered by ORES. The process has been streamlined within this new office to decrease the time from application to approval for construction to a maximum of one year.
