Minimum Qualifications Preferred Qualifications:
Bachelor’s degree and six years of relevant experience. J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Strong analytical, writing, verbal and organizational skills. Knowledge of federal and New York State consumer protection laws, and regulatory and supervisory experience are preferred. Must be able to manage and work within a team environment. Should be proficient in MS Word and Excel.
Appointment method:
This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority.
Duties Description The Department of Financial Services (DFS) is seeking candidates for the position of Assistant Deputy Superintendent of Student Loan Services (Special Assistant) in the Consumer Protection and Financial Enforcement Division’s Consumer Examination Unit (CEU). CEU’s supervision of student loan servicers will be a primary focus of the position. Duties of this position will include, but not be limited to, the following:
• Directs the development of key initiatives concerning student loan servicers, including establishing priorities for the supervision of student loan servicers and other financial services companies;
• Provides policy recommendations to higher-level managers, including the Consumer Examination Unit’s Deputy Superintendent;
• Provides guidance to the staff responsible for reviewing and processing student loan servicers’ applications for licensure;
• Oversees the activities of staff conducting examinations and investigations of student loan servicers and other financial services companies;
• Supervises examiners and other professional staff;
• Monitors workflow and production levels, including the evaluation of examinations and investigations, and ensures that completed work complies with program policies, laws, rules, and regulations;
• Coordinates with other State and Federal regulators concerning student loan servicing;
• Partners with other business units, programs, agencies, providers, and advocacy groups to develop and implement policies relating to the Department’s supervision of student loan servicers and other financial services companies;
• Participates in public speaking activities, educational workshops/seminars, and inter and intra-agency teams and workgroups;
• Participates in hiring staff to work on the supervision of student loan servicers and other financial services companies;
• Conducts studies and research about emerging student financial trends and prepares reports and recommendations to the Consumer Examination Unit’s Deputy Superintendent;
• Reviews and analyzes legal matters involving student loan servicers and other financial service companies, including potential violations of laws or regulations; and
• Drafts, reviews and make recommendations concerning regulations, legislation, and industry guidance.
Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
Salary commensurate with experience.
