Minimum Qualifications
CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service as a Public Safety Grants Representative 1 OR current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 13 or above and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.*
*Successful completion of a two-year traineeship leads to an appointment as a Public Safety grants Representative, SG-18.

Duties Description
• Manage a caseload of federal and state funded grant contracts.
• Manage non-disaster grant programs.
• Conduct on site and/or desk reviews with grantees.
• Analyze grant funding data and manage reports outlining the impact of grant funding.
• Assist in the preparation of grant applications for submission to the federal government.
• Review grant applications and make funding recommendations on the applications.
• Prepare grant contracts from applications/RFA's, including project budgets, workplans, and special conditions, according to state and federal guidelines.
• Review and monitor expenditures and programs of local and state grantees to ensure compliance with state and federal requirements.
• Assist grantees in administering their grant funded programs and prepare programmatic and fiscal reports.
• Assist in completing data requests by Executive Staff, Executive Chamber, or to satisfy FOIL submissions.
• Serve as program lead on various working groups and grant programs.
• Develop and coordinate State Investment Justifications for submission of the Homeland Security Grant Program application to US Department of Homeland Security (DHS) and conduct reviews of local applications.
• Assist with the federal reporting requirements process.
• Assist with the coordination of the Grants annual Regional Workshops.
• Present on various grant funded initiatives and programs to stakeholder groups, as needed.
• Conduct research and analysis on a variety of topics, programs, and/or trends in homeland security funding.
• Develop written products to assist in the sub-recipient application process.
• Candidates should possess the ability to speak comfortably with various group sizes and levels of professionals.
Operational Need:
• Possession and maintenance of a valid Driver’s License issued by the New York State Department of Motor Vehicles. Travel will be required, some of which may be overnights.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
