Minimum Qualifications A. Experience

Five (5) years of progressively responsible administrative, consultative or supervisory experience in a mental health program including at least one of the following:

1. One (1) year of satisfactory experience in a position comparable to a Clinical Chief of Service (COS) or Director of Mental Health Rehabilitation
OR

2. Two (2) years of satisfactory experience in a position as administrative head of a multi-disciplinary treatment team
OR

3. Two (2) years of satisfactory supervisory, professional or administrative experience in the development, operation and/or implementation of the mental health service delivery system for State facilities, counties or local/private agencies in three (3) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

AND

B. Education

A Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science from an accredited school; or a valid license to practice medicine in New York State or Canada. Current registration or licensure required where applicable.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description Under the general direction of the facility’s Chief Executive Officer, an Executive Director, Psychiatric Center, M-8, the DDPC 2 Operations is responsible for the non-medical clinical management of the OMH STARC. The DDPC 2 Operations participates in the development of the facility's short and long range goals; establishes policies and procedures to ensure efficient and effective service delivery; ensures service delivery complies with OMH guidelines and the standards of regulatory agencies; provides leadership in developing therapies and programs to support patient rehabilitation and recovery; supervises, coordinates and directs the activities of subordinate managers responsible for the provision of resident care; provides for the maintenance of a safe and therapeutic treatment environment; and ensures that resident treatment plans are appropriate in the context of residents’ diagnoses and consistent with currently accepted best practices in the field of sex offender treatment.

The DDPC 2 Operations position is assigned to the STARC campus in Marcy – but travel to Ogdensburg is required. The DDPC 2 Operations will be expected to spend time at both locations each month.

Additional Comments The Office of Mental Health’s (OMH) Secure Treatment and Rehabilitation Center (STARC) is seeking qualified candidates for the position of Deputy Director, Psychiatric Center 2 – Operations (DDPC 2 Operations).

The STARC is a new appointing authority/facility, authorized as a component of OMH’s enacted Fiscal Year 2020-21 Executive Budget. Located on the grounds of two (2) existing OMH facilities: Central New York Psychiatric Center (CNYPC) in Marcy and St. Lawrence Psychiatric Center (SLPC) in Ogdensburg, the STARC provides residential, behavioral modification, vocational rehabilitation, and clinical treatment services to sex offenders requiring civil confinement under Article 10 of the Mental Hygiene Law. STARC residents are provided with opportunities to demonstrate learned risk management skills in a variety of contexts. Through targeted skill development, vocational programing, opportunities to learn how to safely self-administer medication, and increasing responsibility for managing their schedules, residents can gradually move toward replicating the situations they will face post-release, reducing their risk to sexually reoffend and preparing them to live safely in the community. The STARC has a current residential census of 395 – 303 beds at Marcy and 92 beds at Ogdensburg, with additional expansion capacity at Marcy.

Background Investigation and Fees:

All prospective employees will be fingerprinted and undergo a complete Criminal Background Check against New York State and federal criminal history records. Candidates will also be subject to a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs, and the Statewide Central Register of Child Abuse and Maltreatment (SCR) maintained by the Office of Children and Family Services (OCFS). Candidates may be required to pay the fees associated with these background checks. Employment is contingent upon your complying with and satisfactorily meeting these background investigation requirements.
