Duties Description This incumbent will report to the Bureau’s Associate Health Care Management Systems Analyst (AHCMSA) within the Bureau of Public Hospital Enhanced Rates in OHIP’s Division of Finance and Rate Setting (DFRS). The Bureau of Public Hospital Enhanced Rates is responsible for the calculation and evaluation of enhanced rates specific to public hospitals. The rate setting methodologies developed by this Bureau will be utilized by both Medicaid fee-for-service (FFS) and managed care rate setting. This Bureau assumes functions previously administered by local districts. The incumbent will be responsible for calculating, evaluating and monitoring public hospital enhanced rates. Per the SFY 2020-21 Budget, these rates will include the conversion of Upper Payment Limit (UPL) payments and will ultimately be reconciled with amounts transferred by New York City to ensure the rates have no impact on the Medicaid Global Spending Cap. The incumbent will work closely with various rate setting teams throughout DFRS and should have knowledge of basic rate setting methods. Additionally, the incumbent will work with the State’s consulting actuary on rate development. Under the AHCMSA’s direction, the incumbent will perform analysis and strategic planning to identify trends within the public hospital rate setting area. Incumbent will also interact and collaborate with Medical Global Cap, managed care rate setting and FFS rate setting teams. The incumbent will support activities associated with rate development and expenditure activity.
