Minimum Qualifications G25 - Bachelor’s degree in public health, health informatics, economics, health economics, finance, econometrics, business administration, statistics, mathematics, social sciences; engineering or a related degree and four years of professional post degree research experience in the appropriate field; or a Master’s Degree and three years of such experience; or a doctorate in the appropriate field and one year of such experience.

Preferred Qualifications: Work experience and/or coursework in economics, health economics, finance, econometrics, statistics, or mathematics. Professional experience with research or evaluation studies or projects including data collection and analysis, database management, statistical analyses and presentation of research findings. Experience in designing and implementing research studies involving health care costs. Experience conducting research or evaluation using analyses with large administrative and/or clinical data sets and summarizing findings. Proficiency with SAS, SQL, and Microsoft Office. Excellent written and communication skills.

Duties Description The Research Scientist 3/4 will be assigned to the Office of Quality and Patient Safety, Center for Applied Research and Evaluation. The RS3/4 will research and develop methodologies to calculate cost and price metrics from health care services data. The incumbent will develop data sets for website visualizations, dashboards, consumer-oriented materials and infographics. The RS3/4 will collaborate with internal and external stakeholders and will be involved in all phases of research and publication for development, implementation and evaluation of information technology-based methods of reporting, collecting, warehousing, validating, analyzing and publishing health care cost data. This position will also oversee methods to standardize and produce measures of central tendency by consumer "shoppable services" (e.g., radiology, outpatient services), research and analyze other states’ cost transparency efforts in consumer-facing tools and analyze large claims-based data sets to standardize reported health care costs and develop fee schedules by service. The RS3/4 will also play a key role in the development and operations of cost-based methodologies to determine service intensity in NYS facilities. This position will also support COVID-19 analytic and research activities as the state continues to provide data findings to support policy and outreach initiatives. Supervision of lower level Research Scientists may be required.
