Overall, the ideal candidate possesses sound judgment, strong oral and written communication skills, is an excellent and creative researcher, has significant investigatory experience and exceptional interviewing and interrogation skills. The ideal candidate has a collegial attitude, is a self-starter, works well both independently and in a team setting, and is a highly adept multitasker. Candidate must also be willing and available to work unscheduled hours when necessary.

Positions require 5+ years of law enforcement practice in a police department or law enforcement agency, and be a DCJS-certified police or peace officer. Investigator will be expected to supervise and conduct large-scale, confidential and sensitive fraud investigations, and thus preferably have investigative experience in public benefits fraud, contract and white-collar crime, with significant work-related familiarity with New York State and federal laws and agencies. Bachelor’s degree is required; Master’s degree is highly preferred. Candidate must also have a valid NYS driver’s license.

On technology, candidate must have significant experience in surveillance techniques and the use, installation and maintenance of technical equipment used in law enforcement, for electronic and video surveillance; in particular, the installation, monitoring and removal of covert cameras; GPS live tracking devices; data loggers; and body wires. Candidate’s adept computer skills include word processing and spreadsheet proficiency, and in-depth experience with computerized case management systems. Candidate is proficient in preparing intelligence reports, and uses law enforcement databases such as NYSTEP, Compass, EJustice, Accurint, Dun and Bradstreet, and NYSPIN. Candidate is well versed in computer and cell phone forensics.

New York State Residency is Required. This is a Management Confidential position that is appointed by the Inspector General. Salary is $55,000.


Duties Description The Office of the New York State Inspector General [“NYSIG:], as established by Executive Law Article 4-A, is entrusted with the responsibility of ensuring that New York State government, its employees, and those who work with the State meet the highest standards of honesty, accountability, and efficiency. The Office of the New York State Welfare Inspector General [“OWIG”], as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs. The Office of the New York State Workers’ Compensation Fraud Inspector General [“WCFIG”], as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system.

Collectively, the three offices are known as the Offices of the Inspector General [“OIG”].

Job Description
OIG seeks an Investigator for its Western Region, to work from the Syracuse Office. The OIG Investigator conducts in-depth investigations and analysis of alleged criminal wrong-doing, corruption, conflicts of interest, fraud and abuse in New York State agencies and entities which fall under the jurisdiction of NYSIG, OWIG and WCFIG. Working collaboratively with OIG attorneys, auditors and other investigators, the OIG Investigator works cases and prepares written reports and audits containing the Inspector General’s findings and recommendations. The OIG Investigator manages investigations using surveillance, witness/target interviews, forensics, liaising with other law enforcement agencies, written reports, etc., to prepare recommendations and reports, and will assist with any further proceedings, including arrest, grand jury, etc. Frequent instate travel is required. This position operates on adherence to strict confidentiality.
